In 2014 Lockheed Martin, the US defence contractor, had revenues of $45 billion the equivalent of the GDP of Tunisia. This book explores the business behind these breathtaking figures and explains how the arms industry makes its money. The book begins by defining the industry, explaining why the sector is important, outlining its prime contractors and key supply chains. Its cost categories (from R&D to maintenance), the role of technical innovation, and the sector's dependence on the monopsony buying power of Government, are all examined. The structure-conduct and performance model is used to show the workings of the arms market and its various entry and exit conditions, and the sector's performance is analysed through various indicators including exports, development time scales, cost overruns and profitability. The complex choice problems of domestic procurement are considered alongside sales to foreign governments and the opportunities that may present for bribery and corruption. The Military-Industrial-Political-Complex (MIPC) is unpacked and the behaviour of its major agents national defence agencies, the armed forces, producer groups, political agents (voters, political parties and budget-maximising bureaucracies) is scrutinised, both in times of conflict (expansion) and peace (contraction). In this work, Mateusz Machaj seeks to redress this imbalance by providing an in-depth examination of one of the defining issues that separates capitalism from socialism - the system of ownership, or property rights - which, when explored, highlight fundamental problems in the market socialism model. Taking a broadly Austrian perspective, he shows that the mechanism of efficiency in market socialism is unable to play the part ascribed to it by its theoreticians, because it disregards the fact that property rights are fundamental to the shaping of prices and thus the abolition of ownership in market socialism makes its mechanism of efficiency a fiction. Beyond Ethnic Politics in Africa
Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

How can protests influence policymaking in a repressive dictatorship? Responsive Authoritarianism in China sheds light on this important question through case studies of land takings and demolitions - two of the most explosive issues in contemporary China. In the early 2000s, landless farmers and evictees unleashed waves of disruptive protests. Surprisingly, the Chinese government responded by adopting wide-ranging policy changes that addressed many of the protesters' grievances. Heurlin traces policy changes from local protests in the provinces to the halls of the National People's Congress (NPC) in Beijing. In doing so, he highlights the interplay between local protests, state institutions, and elite politics. He shows that the much-maligned petitioning system actually plays an important role in elevating protesters' concerns to the policymaking agenda. Delving deep into the policymaking process, the book illustrates how the State Council and NPC have become battlegrounds for conflicts between ministries and local governments over state policies.

In Domesticating Democracy Susan Helen Ellison examines foreign-funded alternate dispute resolution (ADR) organizations that provide legal aid and conflict resolution to vulnerable citizens in El Alto, Bolivia. Advocates argue that these programs help residents cope with their interpersonal disputes and economic troubles while avoiding an overburdened legal system and cumbersome state bureaucracies. Ellison shows that ADR programs do more than that-they aim to change the ways Bolivians interact with the state and with global capitalism, making them into self-reliant citizens. ADR programs frequently encourage Bolivians to renounce confrontational expressions of discontent, turning away from courtrooms, physical violence, and street protest and coming to the negotiation table. Nevertheless, residents of El Alto find creative ways to take advantage of these micro-level resources while still seeking justice and a democratic system capable of redressing the structural violence and vulnerability that ADR fails to treat.

We take it for granted that every state has two representatives in the United States Senate. Apply the one person, one vote standard, however, and the Senate is the most malapportioned legislature in the democratic world. But does it matter that California's 32 million people have the same number of Senate votes as Wyoming's 480,000? Frances Lee and Bruce Oppenheimer systematically show that the Senate's unique apportionment scheme profoundly shapes legislation and representation. The size of a state's population affects the senator-constituent relationship, fund-raising and elections, strategic behaviour within the Senate, and, ultimately, policy decisions. They also show that less populous states consistently receive more federal funding than states with more people. In sum, Lee and Oppenheimer reveal that Senate apportionment leaves no aspect of the institution untouched. This book raises questions about one of the key institutions of American government and should be of interest to anyone concerned with issues of representation.
