The six Arab monarchies of the Persian Gulf - Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the United Arab Emirates - have a disproportionate importance in the global economic system because of their enormous reserves of oil and gas. Matthew Gray provides a brief yet comprehensive profile of these six Gulf states and their modern political economy. Focusing on the postwar period, particularly the last 20 years, he examines the key factors that have shaped these nations' economies and enabled them to bypass typical development pathways. The book explores how the combination of rentierism, state ownership of key firms and assets, and the use of patron-client networks to distribute favours and opportunities, has created a very effective strategy for regime maintenance and durability. However, the book also outlines how cooptive bargains with society have given the Gulf states a unique set of economic problems, including low levels of innovation and entrepreneurship, reliance on foreign workers and an inflated public sector. With the global demand for hydrocarbons set to decline, the need for the Gulf states to diversify their economies, expand the private sector, and build a more diverse taxation base has become ever more pressing. Drawing on feminist ethics, the book develops a politics of compassion that defends justice, equality and rights and the need to restore victims' dignity. Apply the one person, one vote standard, however, and the Senate is the most malapportioned legislature in the democratic world. But does it matter that California's 32 million people have the same number of Senate votes as Wyoming's 480,000? Frances Lee and Bruce Oppenheimer systematically show that the Senate's unique apportionment scheme profoundly shapes legislation and representation. The size of a state's population affects the senator-constituent relationship, fund-raising and elections, strategic behaviour within the Senate, and, ultimately, policy decisions. They also show that less populous states consistently receive more federal funding than states with more people. In sum, Lee and Oppenheimer reveal that Senate apportionment leaves no aspect of the institution untouched. This book raises questions about one of the key institutions of American government and should be of interest to anyone concerned with issues of representation.

Challenging the assumptions of 'mainstream' International Political Economy (IPE), this Handbook demonstrates the considerable value of critical theory to the discipline through a series of cutting-edge studies. The field of IPE has always had an inbuilt vocation within Historical Materialism, with an explicit ambition to make sense, from a critical standpoint, of the capitalist mode of production as a world system of sometimes paradoxically and sometimes smoothly overlapping states and markets. Having spearheaded the growth of a vigorous critical scholarship in the 1960s and 1970s, however, Marxism and neo-Gramscian approaches became increasingly marginalized over the course of the 1980s. The authors respond to the exposure of limits to mainstream contemporary scholarship in the wake of the onset of the Global Financial Crisis, and provide a comprehensive overview of the field of Critical International Political Economy. Problematizing socioeconomic and political structures, and considering these as potentially transitory and subject to change, the contributors aim not simply to understand a world of conflict, but furthermore to uncover the ways in which purportedly objective analyses reflect the interests of those in positions of privilege and power.
