Primary Teachers, Inspection and the Silencing of the Ethic of Care
This book offers a unique and critical explication of teachers' understanding and experience of care during a period of regulatory scrutiny and 'notice to improve'. Written following research in a primary school in the north of England, it draws on the findings of an institutional ethnography to reveal the institutional mediation of the teachers' everyday work. Written from a critical interpretivist standpoint, the focus moves away from care as essentialist practice by foregrounding the teachers' talk, through 'I' poems, to explicate the political mediation of care. Care is understood, experienced and operates in a social milieu. It is not fixed and, importantly, is not understood as a practice or an emotional exchange between one person and another. In this book, Joan Tronto's (1993) argument for a 'political ethic of care' is utilised as a conceptual framework for understanding teachers' experiences. It is an alternative to approaches that individualise a teacher's caring practices as only belonging in the intimate, proximal domains of care giving and care receiving.

The Promise and Practice of Next Generation Assessment
In The Promise and Practice of Next Generation Assessment, David T. Conley presents the case for a new, comprehensive system of assessment using different measurements for different purposes. Changes in the purposes of education, he argues, demand forms of assessment that go beyond merely ranking students to supporting the ambitious aim of helping all students meet career and college readiness goals. Conley describes the interplay between assessment and learning, and shows how next generation approaches can produce results that are more effective in informing classroom instruction. Acknowledging the complexity and limitations of many of these novel approaches, he suggests that rather than relying on a system built on a single measure-high-stakes, multiple-choice tests-what is needed is a system that draws on a more diverse portfolio of personalized assessments. Conley provides several examples of programs, schools, and districts that are piloting next generation approaches, and describes the opportunities and implementation challenges involved in making this shift. With decades of experience in learning and assessment, Conley outlines how next generation models can support ambitious learning for all students.

Educational Measurement for Applied Researchers: Theory into Practice
This book is a valuable read for a diverse group of researchers and practitioners who analyze assessment data and construct test instruments. It focuses on the use of classical test theory (CTT) and item response theory (IRT), which are often required in the fields of psychology (e.g. for measuring psychological traits), health (e.g. for measuring the severity of disorders), and education (e.g. for measuring student performance), and makes these analytical tools accessible to a broader audience. Having taught assessment subjects to students from diverse backgrounds for a number of years, the three authors have a wealth of experience in presenting educational measurement topics, in-depth concepts and applications in an accessible format. As such, the book addresses the needs of readers who use CTT and IRT in their work but do not necessarily have an extensive mathematical background. The book also sheds light on common misconceptions in applying measurement models, and presents an integrated approach to different measurement methods, such as contrasting CTT with IRT and multidimensional IRT models with unidimensional IRT models. Wherever possible, comparisons between models are explicitly made. In addition, the book discusses concepts for test equating and differential item functioning, as well as Bayesian IRT models and plausible values using simple examples. This book can serve as a textbook for introductory courses on educational measurement, as supplementary reading for advanced courses, or as a valuable reference guide for researchers interested in analyzing student assessment data.

Problem-based Learning into the Future: Imagining an Agile PBL Ecology for Learning
In this book we respond to a higher education environment that is on the verge of profound changes by imagining an evolving and agile problem-based learning ecology for learning. The goal of doing so is to humanise university education by pursuing innovative approaches to student learning, teaching, curricula, assessment, and professional learning, and to employ interdisciplinary methods that go far beyond institutional walls and include student development and support, curriculum sustainability, research and the scholarship of teaching and learning, as well as administration and leadership. An agile problem-based learning (PBL) ecology for learning deliberately blurs the boundaries between disciplines, between students and teachers, between students and employers, between employers and teachers, between academics and professional staff, between formal and informal learning, and between teaching and research. It is based on the recognition that all of these elements are interconnected and constantly evolving, rather than being discrete and static. Throughout this book, our central argument is that there is no single person who is responsible for educating students. Rather, it is everyone's responsibility - teachers, students, employers, administrators, and wider social networks, inside and outside of the university. Agile PBL is about making connections, rather than erecting barriers. In summary, this book is not about maintaining comfort zones, but rather about becoming comfortable with discomfort. The actual implementation is beyond the scope of this book and we envisage that changing perceptions towards this vision will itself be a mammoth task. However, we believe that the alternative of leaving things as they are would ultimately prove untenable, and more distressingly, would leave a generation of students afraid to think, feel, and act for themselves, let alone being able to face the challenges of the 21st century.

Applying Model Cornerstone Assessments in K-12 Music: A Research-Supported Approach
Model Cornerstone Assessments (MCAs), that were developed for the National Core Arts Standards in Music, are curriculum-embedded measures designed for music students to apply relevant knowledge and skills while demonstrating learning in the standards that define the artistic processes. They are meant to engage students in tasks authentic to a school's curriculum and honor the intent of the Music Performance Standards. They are created as models to allow for usefulness in a variety of curricular contexts and demographics. The intent of each MCA is to provide research-based assessment tasks that is specifically focused on the expected learning for the performance standards with rubrics that has been tested for scoring consistency. Following substantial development and piloting in schools across the United States, this book provides a thorough background of the MCAs and the confidence measures administered to guide implementation by teachers, administrators, and the educational community.

Early Childhood Assessment in School and Clinical Child Psychology
This book presents an integrated and coordinated framework for assessing developmental, psychological, and behavioral disorders in early childhood. Expert contributors advocate for natural-environment methods in addition to standardized measures in assessing academic and social skills as well as age-specific behavior problems in young children. Chapters model collaborations between clinicians, family, and daycare and school personnel, address diagnostic and classification issues, and conceptualize assessment as flexible, ongoing, and, as necessary, leading to coordinated services. The book gives practitioners and researchers critical tools toward establishing best practices in an increasingly complex and important area, leading to better prevention and intervention outcomes. Included in the coverage: Standardized assessment of cognitive development. Authentic and performance-based assessment. The use of Response to Interve ntion (RTI) in early childhood.Collaboration in school and child care settings. Anxiety disorders, PTSD, OCD, and depression in young children. Cognitive Abilities and Educational Outcomes: A Festschrift in Honour of Jan-Eric Gustafsson
This book addresses problems and challenges that face educational measurement at a time when multipurpose usage of observational data from educational assessments, tests and international surveys has become a growing global trend. While the construction of educational measures and use of educational data offer many opportunities, they also require awareness of the numerous threats to validity and methods of reducing such threats. Written by leading international scholars, the book demonstrates the complexity of educational measurement by addressing three broad and interrelated topics. The first part discusses cognitive abilities, including studies on fluid intelligence, its improvement and its links to aptitude tests for admission to higher education. The second part focuses on the effects of school and teacher-related factors on school outcomes at individual and group levels, and uses international studies to analyze causes. The third part presents analytical techniques and measurement methods to improve reliability, for example factor analysis using Bayesian estimators, bi-factor analysis, model misfit and solutions, and discusses balance issues in reporting test results. The book provides examples of state-of-the-art analytical techniques for pursuing fundamental research problems, and the latest advances in measurement methods, with a focus on validity improvement. Eminent researchers discuss and provide insights into questions such as: Is it possible to train individuals to think at a higher level than normal for their age? What determines prospective preschool teachers' skill to perceive mathematics-related preschool situations? Can international indicator design and instruments be improved to use trends and national context variables more efficiently? Can indicator data at national, school and class levels be compared easier? Are value-added measures of teacher effectiveness valid when it comes to hiring and promoting teachers? Is money better spent on teacher training than on smaller class-size? How do theory and empirical statistical data intertwine in building structures of understanding? This book is inspired by the career and personal influence of the Swedish scholar Professor Jan-Eric Gustafsson, renowned for his research on individual differences, especially the structure of cognitive abilities, and on the effects of education on knowledge and skills.

Becoming an Innovative Learning Environment: The Making of a New Zealand Secondary School
This book traces how a new school, physically designed as a modern learning environment, has come into being in New Zealand. A key feature is how it designs its curriculum for future citizens. The book explores how flexible curriculum and assessment options support the provision of a well-balanced, coherent and future-oriented learning programme. It also illustrates how the school is implementing its vision and copes with being different from other schools which understand and embody the New Zealand Curriculum as well as the NCEA qualifications system in more traditional terms. School leaders', teachers' and foundation students' thinking and perspectives about what it's like to become a new school are highlighted and shed light on what is possible within an evolving education system.

Learning Standards and the Assessment of Quality in Higher Education: Contested Policy Trajectories
This book analyses accountability and quality policies relating to learning standards and examines their implications for assessment in higher education. Whilst primarily focusing on the Australian setting, this analysis is located within a broader frame of reference that includes the United Kingdom (UK), the United States of America (US), and the Organisation for Economic Cooperation and Development (OECD). Across these settings, comparative measures of learning have been seen as a policy `solution' to the problem of `proving quality' in a globalised and increasingly competitive higher education market. Comparative measures of learning depend on the specification of learning standards. Learning standards attempt to articulate the capabilities expected of graduates, and students' achievement of these is determined through the practices of assessment carried out within institutions. Quality policy, learning standards and assessment practices all intersect within the broader umbrella of accountability, with relevance to governments, higher education providers, employers, parents, and students. The findings reported in this book highlight a number of policy influences, including the rising demands for national and international comparative data on learning standards to compare quality and inform student choice in a globally competitive market.

Assessment for Learning: Meeting the Challenge of Implementation
This book provides new perspectives on Assessment for Learning (AfL), on the challenges encountered in its implementation, and on the diverse ways of meeting these challenges. It brings together contributions from authors working in a wide range of educational contexts: Australia, Canada, England, Germany, New Zealand, Norway, Israel, Philippines, Scotland, Spain, Sweden, Switzerland, the United States. It reflects the issues, innovations, and critical reflections that are emerging in an expanding international network of researchers, professional development providers, and policy makers, all of whom work closely with classroom teachers and school leaders to improve the assessment of student learning. The concept of Assessment for Learning, initially formulated in 1999 by the Assessment Reform Group in the United Kingdom, has inspired new ways of conceiving and practicing classroom assessment in education systems around the world. This book examines assessment for learning in a broad perspective which includes diverse approaches to formative assessment (some emphasizing teacher intervention, others student involvement in assessment), as well as some forms of summative assessment designed to support student learning. The focus is on assessment in K-12 classrooms and on the continuing professional learning of teachers and school leaders working with these classrooms. Readers of this volume will encounter well documented accounts of AfL implementation across a large spectrum of conditions in different countries and thereby acquire better understanding of the challenges that emerge in the transition from theory and policy to classroom practice. They will also discover a wealth of ideas for implementing assessment for learning in an effective and sustainable manner. The chapters are grouped in three Parts: (1) Assessment Policy Enactment in Education Systems; (2) Professional Development and Collaborative Learning about Assessment; (3) Assessment Culture and the Co-Regulation of Learning. An introduction to each Part provides an overview and presents the suggestions and recommendations formulated in the chapters.

International Measurement of Disability: Purpose, Method and Application
This volume provides an informed review of the accomplishments of the Washington Group on Disability Statistics (WG) in the provision of international data and statistics on disability. It does so within the context of the UN Convention on the Rights of Persons with Disabilities. The volume includes a description of the development and testing of a short set of questions for Censuses, now used in approximately 29 countries and recommended in the U.N.'s Principles and Recommendations for Population and Housing Censuses: The 2020 Round, which includes disability as a core topic to be collected in censuses. It discusses the experiences of several countries on the use of the WG questions and how this has impacted on national agendas in the area of disability. It follows the development and testing of an extended set of questions for use in national surveys other than censuses and examines the challenges of translation and the importance of generating comparable question sets in different languages and within different cultures. It studies the examination of cognitive testing techniques in a variety of countries, and presents the results of the first round of censuses in 2010 in countries using the six question set. The volume includes discussions of the new development of question modules on a broad range of child disability and functioning, and the environmental contexts of participation that are part of the current work of the WG. In addition, it contains a reflection on the use of the WG's functionality approach to identifying disabilities by humanitarian agencies to identify disabilities in populations of displaced persons. A thoughtful conclusion addresses what the development of cross-nationally comparable data can mean for the improvement of circumstances for all persons with disabilities.
