In today's volatile law school environment, curriculum reform has emerged as a significant focus. It is commonly understood that law schools effectively teach certain analytical skills, but are less successful in other areas, and often scramble to adapt to evolving aims. This book demonstrates how law schools are successfully reforming their curriculum - and lays the framework to show how all schools of law can engage in a continuous reform model that proactively shapes our profession. Over the last decade the structure of higher education in most countries has undergone significant change brought about by social demands for expanded access, technological developments, and market forces. In this period of change the traditional concerns with access and cost have been supplemented by a new concern with academic quality. As a consequence, new public policies on academic quality and new forms of academic quality assurance have rapidly emerged and swiftly migrated across continents and around the globe. The growing public debate about academic quality assurance within and across countries however has not always been well informed by analyses of the strengths and weaknesses of these new policy instruments. The Public Policy for Academic Quality Research Program (PPAQ) was designed to provide systematic analyses of innovative external quality assurance policies around the world. This volume presents the fourteen analyses of national policies on academic quality assurance conducted as part of the PPAQ Research Program utilizing the knowledge of informed international scholars. Each policy analysis examines the policy goals, implementation problems, and impacts of these newly developed national quality assurance instruments. Governance p- terns can be roughly de?ned as complex regulatory structures coordinating the actions of interdependent actors . Governance patterns can relate to hierarchical as well as to lateral coordination mechanisms. Enforcement can be based on law, p- fessional norms or informal and implicit norms or customs. Moreover, the regulatory structures or individual mechanisms inside them can be established and sanctioned by public as well as by private actors. There is in fact not necessarily an actor in charge of controlling outcomes as for instance in market competition. In the next section, I will introduce the reader to the changing role of the state in science policy. The third section presents the governance model for the p- lic research sector which was developed by the research group and underlies the 1 contributions in this anthology. Placing Practitioner Knowledge at the Center of Teacher Education: Rethinking the Policies and Practices of the Education Doctorate
Rethinking the Education Doctorate so that practitioner knowledge is at the centre of programmatic concern in teacher education raises provocative education policy/practice considerations. Participants in the national Carnegie Project on the Education Doctorate (CPED) are doing just this. Their accounts of rethinking what counts as educational knowledge and their reconsideration of the roles of teacher educators, scholar-practitioners, students, policy makers, and others are illuminated in this book. Asserting the primacy of practitioner knowledge, the book generates a rich and complex terrain of issues and considerations that participating CPED institutions navigate as multiple technical, normative, and political questions at the crux of educator preparation, professional growth, and control of their field. And, it is this terrain that calls attention to the nature of practitioner knowledge and its inherent potential for redirecting, mediating, and generating education policy. Conversations within and across national and local levels orient away from technical means-ends what works questions alone, and open into normative and political questions about educational value and professional action. In documenting the largest, most co-ordinated effort to rethink the educational doctorate in a century of such efforts, this book will interest teacher educators and programs engaged in pre-service and graduate level teacher education, practising K-16 teachers, and education policy/practice interest groups and individuals. Illustrating a policy development method that is neither topdown nor necessarily `grass roots', it also invites the interest of other educational sectors.
