The Decline in Educational Standards: From a Public Good to a Quasi-Monopoly
The Decline in Educational Standards: From a Public Good to a Quasi-Monopoly is about the commodification of education and the factors that have changed education from a public good into a commodity over the last 50 years. When we look at today's education, we see that academic standards in public education have been declining for decades even as education funding has reached nearly a trillion dollars per year to fund such failed programs as No Child Left Behind and Common Core. Simultaneously, tuition and fees at public universities have increased nearly 2000 percent over the last 30 years, and student loan debt is now a staggering $1.5 trillion. Quite simply, education has become big business. This book examines the various issues associated with the commodification of education, especially neoliberalism and privatized Keynesianism-what they are, how they developed, and how they have affected education and public policy. It argues that neoliberalism and the related socioeconomic shift to debt-based consumerism are at the center of commodification, leading to a significant decline in the exchange value of a college degree. It also argues that we cannot understand the changes in our public and higher education systems without examining the historical, social, economic, and political factors that have essentially created an education system that is significantly different from what it was in the not so distant past.

In the twentieth-century struggle for racial equality, there was perhaps no setting more fraught and contentious than the public schools of the American south. In Prince Edward County, Virginia, in 1951, a student strike for better school facilities became part of the NAACP legal campaign for school desegregation. That step ultimately brought this rural, agricultural county to the Supreme Court of the United States as one of five consolidated cases in the historic 1954 ruling, Brown v. Board of Education. Unique among those cases, Prince Edward County took the extreme stance of closing its public school system entirely rather than comply with the desegregation ruling of the Court. The schools were closed for five years, from 1959 to 1964, until the Supreme Court ruling in Griffin v. County School Board of Prince Edward County ordered the restoration of public education in the county. This historical anthology brings together court cases, government documents, personal and scholarly writings, speeches, and journalism to represent the diverse voices and viewpoints of the battle in Prince Edward County for-and against-educational equality. Providing historical context and contemporary analysis, this book offers a new perspective of a largely overlooked episode and seeks to help place the struggle for public education in Prince Edward County into its proper place in the civil rights era.

Drawing on original research, Sara E. Dahill-Brown highlights three major factors that differ from state to state: the number of districts (fragmentation); the degree to which education governance is separated from other political issues (exceptionalism); and how much state legislation tends to impinge on local autonomy (local control). It explores how the single Soviet model that developed across the vast and diverse territory of the Soviet Union over several decades has evolved into fifteen unique national systems, systems that have responded to national and global developments while still bearing some traces of the past. As the college application process becomes increasingly complex and high-stakes, social capital, or relationships with people who can provide information as well as support and guidance, becomes much more critical. Although much has been written about the college-bound experience, we know less about the role that social capital plays, and specifically how high schools can serve as organizational brokers of social ties. The relationships that high schools cultivate between students and higher education institutions by inviting college admissions officers into their schools to market to students, is a particularly critical, yet unexplored source of college information.

The accountability model presented was highly rated by the U.S. Department of Education and its approach is used in Alberta and California. Fixed boundaries should be replaced and all schools labeled as magnet centers with locally developed mission statements to attract students without transportation costs. Democratizing the workplace is as necessary as democratizing our schools so that workers are recognized and rewarded according to their team's performance.
