The Changing Dynamics of Higher Education Middle Management
Known as either `soft' or `hard' `managerialism', `new managerialism' or `new public management', this new narrative has, irrespective of moniker, permeated the institutions of higher education almost everywhere. Taking this as its context, this volume is founded on a comprehensive international comparative analysis of the evolving role of middle-level academic managers-deans, heads of department and their equivalents. The chapters address key questions that will determine the future of academe: have the imperatives of management theory caused a realignment of the values and expectations of middle-level academic managers? In what way do the new expectations placed on this group shape the academic profession as a whole? And, whose interests do middle-level academic managers represent? Based on material presented at one of the high-level Douro Seminars on research into tertiary education, this volume systematically combines theoretical views with empirical analysis. It argues that `managerialist' pressure has resulted in changes in the way academic performance is measured. There has been a shift in criteria away from research reputation, teaching and scholarship to the measurement of performance based upon management capacities. This has given middle-level academic managers a pivotal role halfway between the predilections of high-level decision makers and the maintenance of academic values and control. The enhanced expectations and more defined functions of middle-level academic managers are in clear contrast to earlier times, when the position was considered a public-spirited rite of passage for career-minded academics. Despite this, the contributors to this book believe that the middle-level managers in the ten countries examined are neither corporate lackeys nor champions of academe. It is becoming increasingly clear that the ability of organisations to achieve their aims is largely dependent on the skill and dedication of middle managers. Past studies of organisational dynamics have been preoccupied with the executive level of management. Like shifting desert sands, these aspects of education are in a constant state of flux, changing according to the unpredictable economic, social, cultural and geo-political circumstances of late modernity. Key aspects of the intricate, fluid and multifarious contemporary setting can always escape the researcher's necessarily selective observation. Moreover, the regulatory structures or individual mechanisms inside them can be established and sanctioned by public as well as by private actors. There is in fact not necessarily an actor in charge of controlling outcomes as for instance in market competition. In the next section, I will introduce the reader to the changing role of the state in science policy. In order to celebrate the fifteenth anniversary - the third lustrum - of our Center, we at CHEPS decided to collectively write a book on the issue of how higher education institutions deal with the demand for change. Institutional change is without any doubt one of the burning issues for researchers in higher education and policy studies in general, but even more so for administrators at the institutional level (institutional leadership, deans) and planners of higher education in public life (government agencies, intermediary organisations, international organisations). Whereas the lustrumbook we wrote for our second lustrum concentrated on comparative policy studies, many of them focusing on comparisons between different national higher education systems, this time the object of our analyses is the institution itself. Today's higher education institutions are faced by demands from a multitude of actors - from inside the institution (students, staff) as well as from the institution's environment (governments, employers, research councils, sponsors). These demands require changes in policy, practice, systems, and culture. The ways in which institutions respond to these demands and how their behaviour may be understood and predicted is the challenge tackled by the authors of this volume, each from their own perspective and each looking at different aspects of the educational organisation.

School Leadership Effects Revisited: Review and Meta-Analysis of Empirical Studies
This highly detailed study maps four decades of evolution of the concept of what constitutes effective school leadership. It analyses the theoretical background to these developments and advocates the utility of thinking of a `lean' form of school leadership that is comparable to the concept of `meta-control'. A wide-ranging survey of the empirical research literature on leadership effects includes the presentation of results from earlier meta-analyses as well as a new meta-analysis on some 25 studies carried out between 2005 and 2010. This survey demonstrates that older reviews and meta-analyses were predominantly based on so-called `direct effect' studies, while more recent studies have tried to quantify the indirect effects of leadership, mediated by other school variables. While acknowledging the relatively small total effect of leadership on student outcomes, the study does identify promising intermediary factors which, stimulated by specific leadership behaviours, impact on student performance. The book ends by drawing out wider implications for educational practice and policy, presented under headings such as `schools need leadership', `the toolkit of the school leader as a meta-controller', `the special case of turning around failing schools' and `efficiency of school leadership'. In passing, the authors make several suggestions about potentially fruitful next steps in researching the effects of school leadership.

Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. A number of international bodies and agencies have taken cognisance of these transformations and the demands they impose upon societies and communities of the twenty-first century and have developed and articulated policies intended to enable all citizens of the world in the twenty-first century to face these challenges. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. The Association officially endorses this definition of Instructional Technology which has been developed over three years by the Committee on Definition and Terminology. The Association recognizes that other theoretical frameworks exist and that these are valid, but believes that these are part of the more inclusive theoretical framework of Instructional Technology used in this definition. In making this definition and the document explaining it available, we hope to help other organizations clarify their relationship to the broad field of Instructional Technology. Although the Association offers this definition as its current position, it is committed to a continuous reevaluation of the definition and to revising and publishing it so that it reflects changing concepts and terminology. A document of this magnitude can only be produced as the result of the dedication and effort of the persons who formed the committee and of its chairperson, Barbara Seels and her collaborator, Rita C. The research includes superintendent preparation, a grow-your-own principal program, and an investigation into the instructional leadership practices of principals with respect to special education. News Media and the Neoliberal Privitization of Education
This edited volume contributes to a burgeoning field of critical scholarship on the news media and education. This scholarship is based on an understanding that the news media has increasingly applied a neoliberal template that mediates knowledge and action about education. This book calls into question what the public knows about education, how the public is informed, and whose interests are represented and ultimately served through the production and distribution of information by the news media about education. The chapters comprising this volume serve to enlighten and call to action parents, students, educators, academics and scholars, activists, and policymakers for social, political, and economic transformation. Moreover, as the neoliberal agenda in North America intensifies, the chapters in this book help to deepen our understanding of the logics and processes of the neoliberal privatization of education and the accompanying social discourses that facilitate the reduction of social relations to a transaction in the marketplace. The chapters examine the news media and the reproduction of neoliberal educational reforms (A Nation at Risk, Teach For America, charter schools, think tanks, and PISA) and resistance to neoliberal educational reforms (online activism and radical Black press) while also broadening our conceptual understanding of the marketization and mediatization of educational discourses. Overall, the book provides an in-depth understanding of the neoliberal privatization of education by extending critical examinations to this underrepresented field of cultural production: the news media coverage of education. The contribution of this edited volume, therefore, helps to build an understanding of the contemporary dynamics of capital accumulation to inform public resistance for social transformation.

Chicago Charter Schools: The Hype and the Reality
The book compares the standardized test scores of both elementary and high schools charter schools with the scores for regular public schools located nearby. It examines the position supported by charter school advocates that charter schools should be supported because they outperform regular public schools. Given that charter schools in Chicago have enjoyed a great deal of support from the past two mayors, and that they make up some 20% of all public schools in the city, Chicago is the perfect location in which to examine this critical issue. Charter schools siphon money and in theory better students from regular public schools at a time when public schools in almost every big city faces financial difficulties. Teachers unions oppose them, as do most liberal scholars. Conservatives and big business support them, as do most conservative scholars. The existence of charter schools is a most divisive issue! Yet, little real data exist to allow us to properly judge the effectiveness of charters. The current work changes that by examining test data in a sophisticated manner that allows comparisons between charters and regular schools. This work should move the debate forward, but will no doubt generate controversy as well.

Scholars, both young and established, are invited to publish original analyses, but we especially encourage young scholars to contribute to this series. The current volume is similar to its predecessors in that it provides a mix of beginning and established scholars and a broad range of theoretical perspectives; in all 14 authors contributed to 9 separate but related analyses, which were selected for publication this year. These chapters underscore the significance of educational policy in contemporary public education and in particular the impact of accountability policy on school outcomes. Public schools are increasingly being held accountable for students achieving at higher levels in both basic skills and higher-level learning outcomes. Of course, all policy is enacted by teachers in classroom and sometimes changed or distorted in the process. The challenge is to improve student outcomes without permitting accountability testing to extinguish innovation and creativity in schools. This book series on Theory and Research in Educational Administration is about understanding schools. We welcome articles and analyses that explain school organizations and administration.
