- Donation refusal is high in all the regions of Argentina. - The deficient operative structure is a negative reality that allows inadequate donor maintenance and organ procurement. - In more developed regions, there are a high number of organs which are not utilized. This is true for heart, liver and lungs. Small waiting lists for these organs probably reflect an inadequate economic coverage for these organ transplant activities. - There is a long waiting list for cadaveric kidney transplants, which reflect poor procurement and transplant activity. - Lack of awareness by many physicians leads to the denouncing of brain deaths. In spite of these factors, we can say that there has been a significant growth in organ procuration and transplantation in 1993, after the regionalization of the INCUCAI. Conclusions Is there a shortage of organs in Argentina? There may be. But the situation in Argentina differs from that in Europe, as we have a pool of organs which are not utilized (donation refusal, operational deficits, lack of denouncing of brain deaths). Perhaps, in the future, when we are able to make good use of all the organs submitted for transplantation, we will be able to say objectively whether the number of organs is sufficient or not. The safe operation of computer systems, in both their software and hardware continues to be a key issue in many real time applications, when people, environment, investment or goodwill can be at risk. Such applications include the monitoring and control of high energy processes, of nuclear and chemical plants, of factory automation, of transportation systems, or funds transfer and of communication and information systems. This book represents the proceedings of the 1987 Safety and Reliability Society Symposium held in Altrincham, UK, 11-12 November 1987. It is thus part of the series of proceedings for Society Events, which in previous years have not addressed the topic of the Safety and Reliability of Computer Systems. The book is also part of another series of reports, and is closely related to the Elsevier Book Safety and Reliability of Programmable Electronic Systems which I edited in 1986, and the series of workshops known as SAFECOMP held in 1979, 1982, 1983, 1985, 1986 which are referenced in some of the papers. The structure of the book represents the structure of the Symposium itself. The session titles, and the papers as selected represent the current practice in many industries. We humans are incredibly creative and resourceful when it comes to getting something done. There are numerous stories we could all tell of the ingenious work-arounds we've developed to make something do what we want it to; or the enormous amount of time we've spent trying to find out how to make some technology work as we want, e.g., trying to find out how to turn off auto-editing commands in a word processing package when all we want is for it to 'do what we tell it'. A good example of this principle was what motivated me to switch from neural networks to the area of Computer Supported Cooperative Work (CSCW) for my PhD research. I had undertaken a case study looking at the deployment of a multi-million dollar health information system throughout a hospital network.

The purpose of this 2nd International Conference was to bring together researchers, engineers and practitioners interested in the advances in and business applications of information systems. Land Subsidence Analysis in Urban Areas: The Bangkok Metropolitan Area Case Study
Cities built on unconsolidated sediments consisting of clays, silt, peat, and sand, are particularly susceptible to subsidence. Such regions are common in delta areas, where rivers empty into the oceans, along flood plains adjacent to rivers, and in coastal marsh lands. Building cities in such areas aggravates the problem for several reasons: 1. Construction of buildings and streets adds weight to the region causing additional soil deformations. 2. Often the regions have to be drained in order to be occupied. This results in lowering of the water table and leads to hydro-compaction. 3. Often the groundwater is used as a source of water for both human consumption and industrial use. 4. Levees and dams are often built to prevent or control flooding. Earth fissures caused by ground failure in areas of uneven or differential compaction have damaged buildings, roads and highways, railroads, flood-control structures and sewer lines. As emphasized by Barends , in order to develop a legal framework to claims and litigation, it is essential that direct and indirect causes of land subsidence effects can be quantified with sufficient accuracy from a technical and scientific point of view. Most existing methods and software applications treat the subsidence problem by analyzing one of the causes. This is due to the fact that the causes appear at different spatial scales. For example, over-pumping creates large scale subsidence, while building loading creates local subsidence/consolidation only. Then, maximum permissible land subsidence (or consolidation) is a constraint in different management problems such as: groundwater management, planning of town and/or laws on building construction. It is, therefore, necessary to quantify the contribution of each cause to soil subsidence of the ground surface in cities urban area. In this text book, we present an engineering approach based on the Biot system of equations to predict the soil settlement due to subsidence, resulting from different causes. Also we present a case study of The Bangkok Metropolitan Area (BMA).

Cerri Chainnan of the Program Committee ABOUT THE CONFERENCE The 'DELTA and beyond' conference was organised by Philips and Educational Computing Consortium with the support of the DELTA Unit of the Commission of the European Com munities. It succeeded in bringing together more than 330 attendees, 302 of them coming from all the Member States and 28 from abroad the Community. The country coverage was very good. There was a good range of actors from the different sectors: Companies (101), Academics (70), Institutions (67), PTTs (12). Many industrialists, Open Universities, users and developers of learning materials were present. ABOUT THE ORGANISATION OF THE CONFERENCE The conference was professionally organised on the basis of a Programme Committee and support from the DELTA Unit. Following a call for papers, 47 contributions were selected by the Programme Committee along seven strands: pedagogical issues, multi and hypennedia, market issues, cross-cultural dimensions, authoring environments, artificial intelligence and telecom munications. Additional contributions were selected by the DELTA Unit. 27 DELTA projects made 49 presentations. The outcomes of the conference gave an overall picture of the work achieved in the context of the DELTA Exploratory Action. It provided an overview of the European Research and Development on learning technology.

By Terry Eastwood This book reports the findings of a research project on the means of protecting the integrity of active and semi-active electronic records. The project, which is commonly referred to as the UBC Project, was conceived by two of the authors of this book, Luciana Duranti and Terry Eastwood, and conducted between 1994 and 1997. The third author, Heather MacNeil, who worked formally as the principal research assistant on the project, acted as an equal in the research and in the writing of this book. The project investigated a number of fundamental questions that have arisen over the past decade as a consequence of the rapid development and use of computer technology for the creation, maintenance, and preservation of recorded information. One of the first comprehensive studies of the issues associated with the management of electronic records was conducted by the United Nations. The study, commonly known as the ACCIS report, aimed to develop guidelines for implementation of electronic archives and records management programmes for use by United Nations organizations, taking into account traditional archives and records management practices. The report of the study of electronic records in eighteen United Nations organizations identified a number of enduring issues. It recognized that the United Nations had to distinguish between record and non-record material. l It recognized the problem of ensuring the authenticity of records, which, rather narrowly, it construed as assuring legality.

Using Toolpack Software Tools: Proceedings of the Ispra-Course held at the Joint Research Centre, Ispra, Italy, 17-21 November 1986
I am very pleased to write these few brief paragraphs introducing this book, and would like to take this opportunity to attempt to set the Toolpack project in an appropriate historical context. The Toolpack project must be considered to have actually began in the Fall of 1978, when Prof. Webb C. Miller, at a meeting at Jet Propulsion Laboratories in Pasadena, California, suggested that there be a large-scale project, called Toolpack, aimed at pulling together a comprehensive collection of mathematical software development tools. It was suggested that the project follow the pattern of other Pack projects, such as Eispack, Linpack, and Funpack which had assembled and systematized comprehensive collections of mathematical software in such areas as eigenvalue computation, linear equation solution and special function approximation. From the that the Toolpack project would differ significantly from beginning it was recognized these earlier Pack projects in that it was attempting to assemble and systematize software in an area which was not well established and understood. Thus it was not clear how to organize and integrate the tools we were to collect into Toolpack. As a consequence Toolpack became simultaneously a research project and a development project. The research was aimed at determining effective strategies for large-scale integration of large-scale software tools, and the development project was aimed at implementing these strategies and using them to put high quality tools at the disposal of working mathematical software writers.

The conference was organised by Ecole Superieure d'Electronique de l'Ouest (ESEO) of Angers, France and the Escola Superior de Tecnologia of Setubal, Portugal. Since its first edition in 1999, ICEIS focuses on real world applications and aims at bringing together researchers, engineers and practitioners interested in the advances and business applications of information systems. As in previous years, ICEIS'2003 held four simultaneous tracks covering different aspects of enterprise computing: Databases and Information Systems Integration, Artificial Intelligence and Decision Support Systems, Information Systems Analysis and Specification and Software Agents and Internet Computing. Although ICEIS'2003 received 546 paper submissions from over 50 countries, only 80 were accepted as full papers and presented in 30-minutes oral presentations. With an acceptance rate of 15%, these numbers demonstrate the intention of preserving a high quality forum for future editions of this conference. From the articles accepted as long papers for the conference, only 32 were selected for inclusion in this book Additional keynote lectures, tutorials and industrial sessions were also held during ICEIS'2003, and, for the first time this year, the 1st Doctoral Consortium on Enterprise Information Systems gave PhD students an opportunity to present their work to an international audience of experts in the field of information systems.

Thus people with backgrounds in Computer Science (CS) and Software Engineering (SE) joined with people with ba- grounds in various behavioral science disciplines (e. g. , cognitive and social psych- ogy, anthropology)inaneffortwhereallperspectiveswereseenasessentialtocreating usable systems. But while the ?eld of HCI brings individuals with many background disciplines together to discuss a common goal - the development of useful, usable, satisfying systems - the form of the collaboration remains unclear. Are we striving to coordinate the varied activities in system development, or are we seeking a richer collaborative framework? In coordination, Usability and SE skills can remain quite distinct and while the activities of each group might be critical to the success of a project, we need only insure that critical results are provided at appropriate points in the development cycle. Communication by one group to the other during an activity might be seen as only minimally necessary. In collaboration, there is a sense that each group can learn something about its own methods and processes through a close pa- nership with the other. Communication during the process of gathering information from target users of a system by usability professionals would not be seen as so- thing that gets in the way of the essential work of software engineering professionals.

Advances in electronics, communications, and the fast growth of the Internet have made the use of a wide variety of computing devices an every day occurrence. These computing devices have different interaction styles, input/output techniques, modalities, characteristics, and contexts of use. Furthermore, users expect to access their data and run the same application from any of these devices. Two of the problems we encountered in our own work [2] in building VIs for different platforms were the different layout features and screen sizes associated with each platform and device. Dan Ol sen [13], Peter Johnson [9], and Stephen Brewster, et al. [4] all talk about problems in interaction due to the diversity of interactive platforms, devices, network services and applications. They also talk about the problems associ ated with the small screen size of hand-held devices. In comparison to desk top computers, hand-held devices will always suffer from a lack of screen real estate, so new metaphors of interaction have to be devised for such de vices. It is difficult to develop a multi-platform user interface (VI) without duplicating development effort. Developers now face the daunting task to build UIs that must work across multiple devices. There have been some ap proaches towards solving this problem of multi-platform VI development in cluding XWeb [14]. Building plastic interfaces [5,20] is one such method in which the VIs are designed to withstand variations of context of use while preserving usability .
