Irrigation Management Transfer: Worldwide Efforts and Results (FAO Water Reports)
The present water report is the final product emanating from efforts by FAO, IWMI and others to document and understand the implications of the irrigation sector embarking on a wide reform process. It is intended to be a knowledge synthesis document that captures the global experiences emerging from a wide-reaching process targeting the reform of the irrigation sector. This study indicates that irrigation management transfer (IMT) is an approach for irrigation sector reform with the potential to improve the sustainability of irrigation systems. The process requires inter alia strong political commitment, negotiations among stakeholders, and long-term capacity development. Irrigation management transfer should not be seen as a process that has a clear beginning and end . While the former can be more easily identified, the latter is much more difficult to determine. In fact, IMT can be the initial stage of an evolving long reform process. The accompanying CD-ROM contains IMT country profiles and case studies, an international IMT e-mail conference, a bibliography and links

1948-2018: seventy years of FAO's global forest resources assessment, historical overview and future prospects
Seventy years have passed since the publication of the results of FAO's first Global Forest Resources Assessment in 1948. Since then, FAO has been conducting regular global assessments of the world's forest resources. Through the years, each assessment has responded to new information requirements to improve global knowledge of forest resources. Studies of timber supply dominated the assessments through the 1960s, while recent assessments have adopted a more comprehensive approach to address all aspects of sustainable forest management. This publication offers insight into the ways FRA has contributed to improving our awareness about the importance of forests, how it has stimulated dialogue in the national and international arenas, and how it has influenced public and private forestry investments. It also emphasizes its ongoing importance in a context of declining forest area, growing populations and increasing demand for forest products.

This 2017 update on food and agricultural policies in sub-Saharan Africa for the period 2005-2016 shows heterogeneous results across countries and commodities, although aggregate figures indicate that price incentives to agriculture were increasing across the period overall. Policies that focused on supporting domestic production, through import tariffs and price support, are thought to be the main drivers of this trend. Market inefficiencies persist, however, as a source of price disincentives to farmers and a major constraint on agricultural development.

Lao People's Democratic Republic Rice Policy Study: 2012
Rice is a key staple in the Lao PDR, as in most of the region, and as such is an important element of food security. Moreover, the rice sector in the country has seen impressive development over the last ten years. However, the sector has reached a crossroads: further progress requires changes to the current policy mix in order to sustain sector growth and support the ongoing transition from rice subsistence to rice commercialization required to achieve the government s policy targets. This analytical study, an initiative of the Government of the Lao PDR, aims to support evidence-based policy decisions regarding the rice sector. Most importantly, it seeks to provide a useful contribution to the Government of the Lao PDR in its design of a rice sector policy for the country. The study is considered a first step in defining a comprehensive food security policy for the Lao PDR, and benefits from collaboration between the World Bank, the Food and Agriculture Organization of the United Nations (FAO) and the International Rice Research Institute (IRRI).The study presents the background and contributory factors to the structural transformation of the Lao rice sector. It examines the policy framework and performance of the sector using data from recent agricultural censuses, then presents detailed simulation analyses for alternative scenarios of rice production, rice consumption, and the resulting balance of exportable rice surplus between 2012 and 2020. Finally, it explores emerging challenges and options for improving rice sector policies, including improved regional trade in paddy and rice, strengthened emergency rice seed and food reserves, improved efficiency and effectiveness of public investments, and new measures to strengthen the rice seed sector.
