The Pamir international conference on Transfer Phenomena in MagnetoHydroDynamic & Electroconducting Flows is one of the manifestations associated to Hydromag . This international organisation aims to coordinate and promote the MHD research in the world. The organiser of this conference is the Pamir group from the French laboratory LEGI (Laboratoire des Ecoulements Geophysiques et Industriels) which has close connections with INPG (lnstitut National Polythechnique de Grenoble), with the Joseph Fourier University of Grenoble and with the CNRS (Centre National de la Recherche Scientifique). In September 26-30, 1997 this conference was organised for the third time at the Paul Langevin centre (Aussois, France) which belongs to the CNRS. Approximately 15 countries were represented by about 120 participants. Papers included in this volume are those presented at the third Pamir conference after selection by the scientific committee and referee's procedure. The formal presentations and invited lectures were focused on four main topics related to: Interfacial heat and mass transfer phenomena, Energetic applications, Dynamo effect, and MEHD Phenomena. One of the perspectives of the conference was to promote a productive interaction between the MHD and the chemical engineering research communities. The possibility to use an external magnetic field to improve and control the mass transfer processes in electrochemical systems, sometimes called magnetoelectrolysis, was introduced as a new topic of the Pamir conference and is considered as a relatively new and promising branch of MHD research. In particular a wide field of applications in various domains is expected.

Neural Networks have been the theater of a dramatic increase of activities in the last five years. The interest of mixing results from fields as different as neurobiology, physics (spin glass theory), mathematics (linear algebra, statistics ... ), computer science (software engineering, hardware architectures ... ) or psychology has attracted a large number of researchers to the field. The perspective of dramatic improvements in many applications has lead important companies to launch new neural network programs and start-ups have mushroomed to address this new market. Throughout the world large programs are being set-up: in Japan the government has committed more than $18 million per year to its 20 year Human Frontier Science program; the DARPA and the US Navy have alloted more than $10 million per year each and other US government agencies are contributing to important but less ambitious programs. Neural networks are also a major research are in the supercomputing initiative. Europe has from the beginning taken an active part in funding major projects in the new field with BRAIN, BRA, ANNIE and PYGMALION (Esprit). Approximately $20 million has been invested to date since 1988 and new programs of nearly $30 million are being funded for the next 3 years. National projects in certain countries may globally double these amounts. Neural network conferences are attracting larger audiences than ever before. Prior to 1987 attendance never surpassed 300. The June 1989 IJCNN conference in Washington had over 2200 participants.

Robust Control of Time-delay Systems
Recently, there have been significant developments in robust control of time-delay systems. This volume presents a systematic treatment of robust control for such systems in the frequency domain. The emphasis is on systems with a single input or output delay, although the delay-free part of the plant can be multi-input-multi-output, in which case the delays in different channels should be the same. The author covers the whole range of H-infinity control of time-delay systems: from controller parameterization implementation; from the Nehari problem to the four-block problem; from theoretical developments to practical issues. The major tools used are similarity transformation, the chain-scattering approach and J-spectral factorization. Self-contained, Robust Control of Time-delay Systems will interest control theorists and mathematicians working with time-delay systems. Its methodical approach will be of value to graduates studying general robust control theory or its applications in time-delay systems.

Adaptive Dual Control: Theory and Applications
This monograph demonstrates how the performance of various well-known adaptive controllers can be improved significantly using the dual effect. The modifications to incorporate dual control are realized separately and independently of the main adaptive controller without complicating the algorithms. A new bicriterial approach for dual control is developed and applied to various types of popular linear and nonlinear adaptive controllers. Practical applications of the designed controllers to several real-time problems are presented. This monograph is the first book providing a complete exposition on the dual control problem from the inception in the early 1960s to the present state of the art aiming at students and researchers in adaptive control as well as design engineers in industry.

Computational Electromagnetics and Its Applications
This volume contains the proceedings of the first ICASE/LaRC Work shop on Computational Electromagnetics and Its Applications conducted by the Institute for Computer Applications in Science and Engineering and NASA Langley Research Center. We had several goals in mind when we decided, jointly with the Elec tromagnetics Research Branch, to organize this workshop on Computa tional Electromagnetics ( CEM). Among our goals were a desire to obtain an overview of the current state of CEM, covering both algorithms and ap plications and their effect on NASA's activities in this area. In addition, we wanted to provide an attractive setting for computational scientists with expertise in other fields, especially computational fluid dynamics (CFD), to observe the algorithms and tools of CEM at work. Our expectation was that scientists from both fields would discover mutually beneficial inter connections and relationships. Another goal was to learn of progress in solution algorithms for electromagnetic optimization and design problems; such problems make extensive use of field solvers and computational effi ciency is at a premium. To achieve these goals we assembled the renowned group of speakers from academia and industry whose talks are contained in this volume. The papers are printed in the same order in which the talks were pre sented at the meeting. The first paper is an overview of work currently being performed in the Electromagnetic Research Branch at the Langley Research Center.

The first Symposium met 25 years ago. Originally the Symposium met in California, then elsewhere within the United States but beginning in 1988 the Symposia began to meet outside of the United States as welL It is now being held about every eighteen months, alternately in the United States and then outside. The present pattern is to hold one meeting in East Asia, then in the USA, then in Europe and again in the USA However, for scheduling reasons the next Symposium will be in Santa Barbara, California, followed by England and then East Asia. It is to be noted that the Symposium is a free standing institution, not associated with any other organization. Each meeting is the total responsibility of its chairman with the advice of past chairmen. Papers are submitted in response to the call for them and reviewed by an International Scientific Advisory Board . . The quality depends entirely on the response to the calL It is gratifYing to note that the Symposium has attained the status that attracts high quality contributions despite (or perhaps because ot) the loose structure. Two factors that have appeal are that there is only one session and that there is time during the meeting for extensive discussion.

Nanoscience and Engineering in Superconductivity
For emerging energy saving technologies superconducting materials with superior performance are needed. Such materials can be developed by manipulating the elementary building blocks through nanostructuring. For superconductivity the elementary blocks are Cooper pair and fluxon (vortex). This book presents new ways how to modify superconductivity and vortex matter through nanostructuring and the use of nanoscale magnetic templates. The basic nano-effects, vortex and vortex-antivortex patterns, vortex dynamics, Josephson phenomena, critical currents, and interplay between superconductivity and ferromagnetism at the nanoscale are discussed. Potential applications of nanostructured superconductors are also presented in the book.

Using Matlab Simulink Control Toolbox
This book is essentially a supplementary manual to MATLAB, Simulink and Control Toolbox and is aimed at both undergraudate and graduate students and to academic and industrial researchers who work with dynamic systems and numerical problems. The distinguishing feature of the volume is its high number of worked examples. These allow the reader to proceed from the basic MATLAB commands up to the more sophisticated Control System Toolbox procedures and to the optimized SIMULINK scheme avoiding a boring and useless list of functions. The material begins assuming no familarity with MATLAB - chapter 1 Explains how to insert data from keyboard and external files. However, advanced techniques are presented throughout the book in highlighted paragraphs.

Mobile Communications: Re-negotiation of the Social Sphere
Mobile telephony has arrived on the scene.According to statistics of the International Telecommunications Union,in the mid-1990s,less than one person in 20 had a mobile telephone; as of 2003,this had risen to on p- son in five.In the mid-1990s,the GSM system was just being commerci- ized, there were serious coverage and interoperability issues that were not yet sorted out and handsets were only beginning to be something that did not require a car to transport them.In the mid-1990s,if a teen owned a mobile telephone it was likely an indicator of an over-pampered rich kid rather than today's sense that it is a more or less essential part of a teen's everyday identity kit. Hence, in less than a decade, this device has established itself tech- cally, commercially, socially and in the imagination of the people. It has changed the way we think about communication, coordination and safety and it has changed the way we behave in the public sphere. The mobile telephone has become an element in our sense of public and private space and in the development of our social and psychological personas. It has become an arena wherein the language is being played with, morphed and extended. Finally,it is reaching out into ever-new areas of commerce and interaction. All of this is,of course, interesting to social scientists. As brought out by Woolgar later, this is,in some ways,a type of experiment writ large that has engendered serious insight into the functioning of the social group and the individual in society.

With the proliferation of ISDN and mobile communication systems, modern commu nication networks are becoming larger-scale, higher-speed, and more complex than ever before. Therefore, besides hardware development, extensive research on system technolo gies with respect to the performance evaluation and management is indispensable for the proper design, development and operation of future complex communication networks. The International Conference on the Performance and Management of Complex Com munication Systems (PMCCN '97) was held from November 17 to 21, 1997, at Tsukuba Science City, Japan. This was the fifth international conference on the performance as pects of communication networks held every three years in Japan (1985 in Tokyo; 1988, 1991, and 1994 in Kyoto). The conference was sponsored by the International Federa tion of Information Processing (IFIP) Working Group (WG) 6.3 Performance of Com munication Systems, and 7.3 Computer System Modelling, University of Tsukuba, Kyoto University, and The Telecommunication Advancement Foundation (TAF).
