When the bombs went off in Kenya and neighboring Tanzania that day, Congress was in recess and the White House, along with the entire country, was focused on the Monica Lewinsky scandal. Attacks by network-based transnational terrorist groups cause on average 25,000 deaths every year worldwide, with the law enforcement agencies of some states facing many challenges in bringing those responsible to justice. Despite various attempts to codify the law on transnational terrorism since the 1930s, a crime of transnational terrorism under international law remains contested, reflecting concerns regarding the relative importance of prosecuting members of transnational terrorist groups before the International Criminal Court. This book critically examines the limits of international criminal law in bringing members of transnational terrorist groups to justice in the context of changing methods of warfare, drawing from human rights, sociology, and best practices in international criminal justice. Drawing on organisational network theory, Anna Marie Brennan explores the nature of international crimes and assesses the potential for the International Criminal Court to prosecute and investigate alleged crimes perpetrated by members of transnational terrorist groups, paying particular attention to their modus operandi and organisational structure. Deterring Terrorism: A Model for Strategic Deterrence
This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state's counterterrorism strategy, instead of the non-state actor's grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition - which is the non-state organization's strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

Faced with the 'total onslaught' by its enemies, in 1979, Apartheid South Africa established Vlakplaas-lit. 'shallow farm', a 100-hectare farm nestling in the hills outside Pretoria on the Hennops River-as a secret operation under the arm of C1, a counter-terrorism division of the South African Police headed by Brigadier Schoon. The first phase of Vlakplaas operations, up until 1989, was aimed at fighting the enemy: the armed wings of the liberation movements, the African National Congress's Umkhonto we Sizwe (or 'MK'), the Pan Africanist Congress's Azanian People's Liberation Army (or APLA) and the South African Communist Party. The second phase was 'fighting organized crime' in which Vlakplaas itself seamlessly adopted the mantle of organized crime in the notorious downtown area of Johannesburg's Hillbrow. The final phase, the most destructive, was as the murky 'Third Force' that destabilized the country in an orgy of violence in the run-up to its first democratic elections, in 1994. Operating within South Africa as well as beyond the country's borders, it will never been known how many victims can be attributed to the Vlakplaas agenda-with much of the execution taking place on the farm itself-but a conservative figure of 1,000 murders and assassinations has been mooted.

This book begins with an account of the evolution of improvised explosive devices using a number of micro case studies to explore how and why actors have initiated IED campaigns; how new and old technologies and expertise have been exploited and how ethical barriers to IED development and deployment have been dealt with. It proceeds to bring the evidence from the case studies together to identify themes and trends in IED development, before looking at what can realistically be done to mitigate the threat of IEDs in the new wars of the twenty first century. The book suggests that the advance and availability of a combination of technological factors, in conjunction with changes in the nature of contemporary conflicts, have led to the emergence of IEDs as the paradigmatic weapons of new wars. However their prevalence in contemporary and future conflicts is not inevitable, but rather depends on the willingness of multiple sets of actors at different levels to build a web of preventative measures to mitigate - if not eradicate - IED development and deployment.

Re-Making Kozarac: Agency, Reconciliation and Contested Return in Post-War Bosnia
This book explores agency, reconciliation and minority return within the context of ethnic cleansing in Bosnia. It focuses on a community in North-West Bosnia, which successfully reversed the worst episode of ethnic cleansing prior to Srebrenica by fighting for return, and then establishing one of the only successful examples of contested minority return in the town of Kozarac. The book is a result of a longitudinal, decade-long study of a group of people who discovered a remarkable level of agency and resilience, largely without external support, and despite many of the people and institutions who were responsible for their violent expulsion remaining in place. Re-Making Kozarac considers how a community's traumatic experiences were utilised as a motivational vehicle for return, and contrasts their pragmatic approach to local compromise with the ill-informed and largely unsuccessful international projects that try to cast them as powerless victims. Importantly, the book offers critical reflections on the interventions of the trauma and reconciliation industries, which can be more harmful than is currently realised. It will be of great interest to scholars of criminology, anthropology and international relations.
