The High Representative and EU Foreign Policy Integration: A Comparative Study of Kosovo and Ukraine
Adopting a broad conceptualization of foreign and security policy, the book examines the role of the High Representative as chair of the Foreign Affairs Council and in her/his capacity as Vice President of the European Commission to assess different patterns of integrated efforts in EU foreign and security policies. In this way, it presents a new perspective from which institutional practices in this specific area can be examined. This contribution is particularly valuable for scholars and students of EU foreign and security policy; of external relations of the EU; of international relations more in general; and of EU integration and politics. At the same time, the book contributes to the empirical understanding of two EU policies that have recently been at the centre of the debate among scholars, policy analysts and practitioners, namely the EU enlargement towards the Western Balkans and the EU Neighborhood Policy and Eastern Partnership.

Australia in the US Empire: A Study in Political Realism
This book argues that Australia is vital to the US imperial project for global hegemony in the struggle among great powers, and why Australia's deep dependency on the US is incompatible with democracy and the security of the country. The Australian continent is increasingly a contestable geopolitical asset for the US grand strategy and for China's economic and political expansionism. The election of Donald Trump to the US presidency is symptomatic of the US hegemonic crisis. The US is Australia's dangerous ally and the US crisis is a call for Australia to regain sovereignty and sever its military alliance with the US. Political realism provides a critical paradigm to analyse the interactions between capitalism, imperialism and militarism as they undermine Australian democracy and shift governmentality towards new forms of authoritarianism.

The Recovery Myth: The Plans and Situated Realities of Post-Disaster Response
This book provides an innovative re-examination of the `recovery' phase of a disaster by one of the UK's most experienced disaster management specialists. Drawing on two decades' of work, the book develops an ethnography of the residents and responders in one flooded village and applies this to other cases of UK flooding, as well as to post-disaster recovery in New Zealand. The book shows how localised emergency responders find ways to collaborate with residents, and how an informal network uses nationally generated instruments differently to co-produce regeneration within a community. The book considers the plethora of government instruments which have been produced to affect recovery, including checklists, templates and guidance documents, and discusses approaches to community resilience and recovery risk management. The book appeals to students and scholars of Government and Public Policy, Disaster and Emergency Management, Community Resilience, Law, Sociology and Geography.

Cultural Policy in Jordan: System, Process, and Policy
This Brief examines the objectives of cultural policy in Jordan, the institutional framework within which it operates, and its outcomes. It considers the principles and methods of cultural policy, evaluates cultural attitudes and values, and places Jordan's institutional, administrative, and legislative structures within their social, economic, and historical perspectives. The book uses theories of culture, political culture, modernization, and development theory in discussing problems of cultural policy and their assumed outcomes, particularly those of an institutional, administrative and financial nature. The Brief examines the evolution of cultural development in Jordan from the beginning of modern Jordan in 1921 to the political and economic reforms passed in 1992, and analyzes government policy towards cultural institutions, particularly in the education and information sectors. Discussing cultural policymaking from a political perspective, this Brief is appropriate for researchers and students of political science, public policy, comparative politics, Middle East politics, cultural studies, and development as well as policy makers and development agencies.

Latino Mayors: Political Change in the Postindustrial City
As recently as the early 1960s, Latinos were almost totally excluded from city politics. This makes the rise of Latino mayors in the past three decades a remarkable American story-one that explains ethnic succession, changing urban demography, and political contexts. The vibrant collection Latino Mayors features case studies of eleven Latino mayors in six American cities: San Antonio, Los Angeles, Denver, Hartford, Miami, and Providence. The editors and contributors analyze Latino mayors for their governing styles and policies. They describe how candidates shaped race, class, and economic issues-particularly in deracialized campaigns. Latino Mayors also addresses coalition politics, political incorporation, and how community groups operate, as well as the challenges these pioneers have faced in office from political tensions and governance issues that sometimes even harm Latinos. Ultimately, Latino Mayors charts the performances, successes, and failures of these elected officials to represent their constituents in a changing economic and urban environment.Contributors include: Stefanie Chambers, Carlos E. Cuellar, Emily M. Farris, Maria Ilcheva, Robert Preuhs, Heywood T. Sanders, Ellen Shiau, and the editors.

France's Long Reconstruction: In Search of the Modern Republic
At the end of World War II, France's greatest challenge was to repair a civil society torn asunder by Nazi occupation and total war. Recovery required the nation's complete economic and social transformation. But just what form this new France should take remained the burning question at the heart of French political combat until the Algerian War ended, over a decade later. Herrick Chapman charts the course of France's long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France's crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle's Fifth Republic. Uniquely among European countries, France pursued domestic recovery while simultaneously fighting full-scale colonial wars. France's Long Reconstruction shows how the Algerian War led to the further consolidation of state authority and cemented repressive immigration policies that now appear shortsighted and counterproductive.

Republic in Peril: American Empire and the Betrayal of the Liberal Tradition
It has become a staple among critics of American foreign policy to refer to the United States's approach as liberal imperialism. By this they mean that America's globalist agenda and its willingness to use force in theaters across the globe derives from its desire to evangelize the gospel of liberalism and thereby extend the reach of a US-dominated democratic capitalist order. These critics point to the presidency of Woodrow Wilson and trace how this agenda evolved over the next century. The dominance of liberal ideology, they argue, is so all-encompassing that virtually all of the main variants within the modern US foreign policy tradition, from anti-communism to neoliberalism to neoconservatism, fit under liberalism's umbrella. In Republic in Peril, the eminent foreign policy scholar David C. Hendrickson turns this thesis on its head. A trenchant critic of America's quest for global dominance, Hendrickson argues not only that liberalism is not the culprit, but is in fact where we should turn because it offers a powerful critique of both militarized interventionism and the US quest for full-spectrum global dominance. Covering all of the major episodes of the past century, he shows how the US has fully abandoned a tradition of republican liberalism that dates back to the Founders. The republican liberal tradition, which dominated US foreign policy for over a century, mandated non-intervention and the promotion of peace. This golden rule policy toward other nations served America well, he contends, and many of the pathologies that plague US foreign policy now-particularly its disastrous approach to the Middle East-can be traced to the desertion of the republican liberal tradition. He therefore advocates returning to the more collegial form of internationalism ( iso-internationalism ) that preceded Wilsonianism. Combining both a rich historical overview of modern American foreign policy with a forceful indictment of the illiberal straitjacket in which US has bound itself, Republic in Peril provides a genuinely original defense of liberalism in the service of peaceful non-intervention-a position that contemporary critics of aggressive liberalism are sure to find surprising.

The Gender Politics of Domestic Violence: Feminists Engaging the State in Central and Eastern Europe
What are the factors that shape domestic violence policy change and how are variable gendered meanings produced in these policies? How and when can feminists influence policy making? What conditions and policy mechanisms lead to progressive change and which ones block it or lead to reversal? The Gender Politics of Domestic Violence analyses the emergence of gender equality sensitive domestic violence policy reforms in Central and Eastern Europe (CEE). Tracing policy developments in Bulgaria, Croatia, Hungary, Poland and Romania from the beginning of 2000s, when domestic violence first emerged on their policy agendas, until 2015, Andrea Krizsan and Conny Roggeband look into the role of gendered opportunity structures and the politicization of gender, women's mobilization, and the contestation that takes place between women's movements, states and actors opposing gender equality to explain the differences in gender equality sensitive policy outputs across the region. They point to regionally specific patterns of feminist engagement with the state in which coalition-building between women's organizations and establishing alliances with different state actors were critical for achieving gendered policy progress. In addition, they demonstrate how discursive contexts shaped by democratization frames and opposition to gender equality, led to differences in the politicization of gender equality, making gender friendly reforms more feasible in some countries than others.

Using a systematic and coherent approach to cover a range of EU activities, environmental issues, and geographical areas, it charts the EU's attempts to shape environmental governance beyond its borders. Key questions addressed include: What environmental norms, rules and policies does the EU seek to promote outside its territory? What types of activities does the EU engage in to pursue these objectives? How successful is the EU in achieving its external environmental policy objectives? What factors explain the degree to which the EU attains its goals? The book will be of interest to students and academics as well as practitioners in governments (both inside and outside of the EU), the EU institutions, think tanks, and research institutes.

Rethinking Taxation in Latin America: Reform and Challenges in Times of Uncertainty
This study of taxation in Latin America takes a novel approach to the subject, using a framework that posits three dimensions for studying taxes-historical, relational, and transnational. The book argues that: first, taxation should be understood as a relational concept and tax systems as a function of a strategic nexus between the state and society; second, that any analysis of tax systems across Latin America needs to take historical legacies of national tax systems into account; and finally, that transnational phenomena have significant implications for tax regime dynamics in Latin America. The essays included provide diverse and representative insights for a new understanding of taxation in Latin America and highlight the bottlenecks to the development of sustainable tax systems in the region, exploring new links between academic research and policy-making.

Inter-Municipal Cooperation in Europe: Institutions and Governance
This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This work which presents the most recent and innovative research on inter-local collaborative arrangements will appeal to practitioners as well as scholars of local government, public economy, public administration and policy.

Labour Mobilisation, Politics and Globalisation in Brazil: Between Militancy and Moderation
This book analyses the conflicts that emerged from the Brazilian labour movement's active participation in a rapidly changing political environment, particularly in the context of the coming to power of a party with strong roots in the labour movement. While the close relations with the Workers' Party (PT) have shaped the labour movement's political agenda, its trajectory cannot be understood solely with reference to that party's electoral fortunes. Through a study of the political trajectory of the Brazilian labour movement over the last three decades, the author explores the conditions under which the labour movement has developed militant and moderate strategies. The chapters analyse the labour movement's role in the democratization process in the late 1970s and 1980s, the effects of economic crisis and reforms in the 1990s (including privatization and monetary stabilization), and the turbulent relationship with the PT government in the 2000s and 2010s. Using labour and social movement theories as well as the literature on the new Latin American left, the study argues that the polarizing combination of rapid economic and political change provoked labour militancy but also heightened internal conflicts regarding the desired direction of political change, which in turn led to political fragmentation and moderation in a movement representing a wide variety of political ideas and socio-economic interests.

Shaping Policy in India: Alliance, Advocacy, Activism
The book explores the interaction of political parties, bureaucracy, media, judiciary, and civil society groups in shaping policy in contemporary India. By researching the evolution of nine major legislations using a consistent lens, the work interrogates the suitability of existing political theories to explain the policy development process in an emerging economy like India. It covers recent events such as the agitation for the Jan Lokpal Bill and the Nirbhaya case that have underlined the role of non-government players in law-making in India as well as long-standing movements like for right to information, right to education, and food security. The authors have used the case study method to undertake a holistic study of the policy decisions made in the last two decades. Interdisciplinary in nature, this book borrows tools and concepts used in business studies, political science, and sociology to bring a new understanding to the process of policy in India.
