Preschool Bilingual Education: Agency in Interactions Between Children, Teachers, and Parents
This volume provides an up-to-date collection of key aspects related to current preschool bilingual education research from a socio-linguistic perspective. The focus is on preschool bilingual education in multilingual Europe, which is characterized by diverse language models and children's linguistic backgrounds. The book explores the contemporary perspectives on early bilingual education in light of the threefold theoretical framework of child's, teachers', and parents' agencies in interaction in preschool bilingual education. Five significant theoretical concepts are promoted in this volume: the ecology of language learning, an educational partnership for bilingualism, a notion of agency in early language development and education, language-conducive contexts, and language-conducive strategies. The volume examines preschool bilingual education as embedded in specific socio-cultural contexts on the one hand and highlights its universal features on the other. The book is a fundamental read for scholars and students of second language teaching, preschool education, and bilingual education in multilingual and multicultural societies.

Development and the Right to Education in Africa
This book is about the right to basic education and its impact on development in Africa. It focuses on the elusive subject of litigating the right to education by examining jurisprudence from select African countries and India. The project further analyses the various challenges that impede access to education, with the attendant lack of political will to curb corruption, and calls for the building of strong institutions and the involvement of both state and non-state actors in driving development via education. It also covers the scope for legal practitioners and policy makers, and supports institutional framework in realizing the right to basic education.

Sketching a Place for Education in Times of Learning
This book explores how traditional institutions of education are affected by the current discourse and practices of `learning'; and more specifically, how the evolution towards so-called `learning environments' affects the kind of gathering or association that is staged and configured within families, schools and universities. In addition, it addresses the question of how to articulate what is educational in the context of `making' family, school or university, and to what extent this making is always also a public act. The aim is to approach and investigate family, school and university as educational practices, to focus on the forms of gatherings or associations that take shape within them, and to explore the public, but also possible `privatizing' character of these aspects. The book presents a diverse range of sketches intended as preparatory study exercises. What they all share, despite the different hands and eyes, and the different sensitivities, is the attempt to figure out what education is all about. Three objectives can be distinguished for the sketches: a cartographic one (to map the discourse of learning but also the discursive and material arrangements of actual educational practices), a morphological one (to describe the educational forms of gathering) and a theoretical one (to bring educational issues into the discussion). The book's overall aims are to re-establish `the educational' as an issue; to make it visible, to give it shape, to give it a voice, and to make it a thing that can and should be discussed, thus establishing a point of departure for further inquiry and its (re)invention.

Higher Education and Regional Development: Tales from Northern and Central Europe
This book analyses the role of universities as critical actors in the socio-economic development of peripheral regions in Norway and the Czech Republic. Examining the ambiguities of the traditional mission of a university in comparison to contemporary demands, the editors and contributors move past single-case analyses to adopt an integrated conceptual and analytical framework. The authors question whether universities can indeed `fix' the conditions of any region they operate in, as is a common assumption, by examining peripheral regions, many of which have been devastated by natural or man-made disasters. Simultaneously acknowledging the complexities at the heart of both higher education institutions and regions, this book brings together a set of critical contributions that shed light on how universities can fulfil their role in peripheral regions rather than knowledge-intensive cities and towns. This uniquely researched book will be of interest to students and scholars of higher education, universities and communities, and education policy.

Cross-nationally Comparative, Evidence-based Educational Policymaking and Reform
This book in the International Perspectives on Education and Society (IPES) series describes, synthesizes, and forecasts how large-scale assessments and quantitative data impact evidence-based policymaking worldwide. This volume pays particular attention to the Middle East and North African (MENA) region and surrounding countries. The chapters provide and explain policymaking examples from national educational systems and international organizations in the United Arab Emirates, South Africa, Russia, Brazil and China, providing a forum for scholars and policymakers to identify how large-scale assessments and quantitative data can be used to inform policymaking at all levels of education, and how these data can be used to better understand specific country- and regional-level educational challenges. Emphasizing that quantitative research evidence is often the most legitimized among national educational policymakers and international organizations influencing national educational policymaking due to its perceived accuracy and trustworthiness, authors discuss how this data is not always used to its full potential by policymakers or educators because of the predominant focus on student achievement and rankings systems. While student achievement data can offer great insight on educational systems, the unique country-level background data available through large international datasets provides opportunity for scholars and policymakers to develop greater insight into the social and cultural factors that influence education systems around the world.

Improving Opportunities to Engage in Learning: A Study of the Access to Higher Education Diploma
Improving Opportunities to Engage in Learning investigates the experiences of mature adult learners returning to formal education. The book challenges the policy discourses in which Access to Higher Education survives by suggesting that continuing education is more about determination by students to alter their identities and career opportunities than meeting narrow performative criteria of financial targets. Chapters explore students' struggles with institutional and social structures in the current political and socio-economic climate, before identifying how the transformation of their learner identities is facilitated in the courses by collaborative cultures and supportive tutors. The book addresses a research gap in knowledge about students' and tutors' experiences of Access to Higher Education courses, presenting a broad perspective on the importance and difficulties of such courses through listening to the voices of students and tutors undertaking a variety of Access to HE pathways. The authors argue that despite success on their courses benefiting the national economy as well as students individually, the social and financial costs of continuing education is almost entirely shifted onto students' shoulders by policymakers. Despite the costs, students can still see Access to HE as a chance to improve their lives, reflecting the neoliberal discourse of personal responsibility and risk embedded in broader national social and policy discourses. Improving Opportunities to Engage in Learning will be of great interest to researchers, academics and postgraduate students in the fields of further and higher education, widening participation, social justice and sociology of education, and education policy and politics.

The Experience of Neoliberal Education
The college experience is increasingly positioned to demonstrate its value as a worthwhile return on investment. Specific, definable activities, such as research experience, first-year experience, and experiential learning, are marketed as delivering precise skill sets in the form of an individual educational package.Through ethnography-based analysis, the contributors to this volume explore how these commodified `experiences' have turned students into consumers and given them the illusion that they are in control of their investment. They further reveal how the pressure to plan every move with a constant eye on a demonstrable return has supplanted traditional approaches to classroom education and profoundly altered the student experience.

In a Classroom of Their Own: The Intersection of Race and Feminist Politics in All-Black Male Schools
Many advocates of all-black male schools (ABMSs) argue that these institutions counter black boys' racist emasculation in white, overly female classrooms. This argument challenges racism and perpetuates antifeminism. Keisha Lindsay explains the complex politics of ABMSs by situating these schools within broader efforts at neoliberal education reform and within specific conversations about both endangered black males and a boy crisis in education. Lindsay also demonstrates that intersectionality, long considered feminist, is in fact a politically fluid framework. As such, it represents a potent tool for advancing many political agendas, including those of ABMSs supporters who champion antiracist education for black boys while obscuring black girls' own race and gender-based oppression in school. Finally, Lindsay theorizes a particular means by which black men and other groups can form antiracist and feminist coalitions even when they make claims about their experiences that threaten bridge building. The way forward, Lindsay shows, allows disadvantaged groups to navigate the racial and gendered politics that divide them in pursuit of productive-and progressive-solutions. Far-thinking and boldly argued, In a Classroom of Their Own explores the dilemmas faced by professionals and parents in search of equitable schooling for all students-black boys and otherwise.

Sexual Violence on Campus: Power-Conscious Approaches to Awareness, Prevention, and Response
Activists have been working to call attention to the problem of campus sexual violence for decades, and in recent years, policymakers, campus administrators, and researchers have begun to make serious efforts to address this issue. Despite this increase in attention, many campus leaders still struggle to effectively address campus sexual violence, often over-relying on policy to address sexual violence after it happens, rather than working to prevent it from occurring in the first place. Moreover, rates of sexual victimization on college campuses have not changed in 60 years, highlighting the need for a change in action, training and behaviour. The root of sexual violence is power oppression, yet most policies and practices are based on identity- and power-neutral perspectives. Well-intended prevention efforts frequently focus on teaching potential victims how not to get raped, rather than teaching potential perpetrators not to rape. Further, most policies, practices, and research focus on only one type of victim of sexual violence: a white cisgender heterosexual college woman. Strategies that fail to account for the ways sexual violence and power intersect cannot deliver effective solutions. Based on a wide-ranging review of research, combined with her 10 years' of experience as an educator and co-ordinator of services for survivors of campus sexual violence, Chris Linder advances a power-conscious lens to challenge student activists, administrators, educators, and policy makers to develop more nuanced approaches to sexual violence awareness, response, and prevention on college campuses.

Refugee Background Students Transitioning Into Higher Education: Navigating Complex Spaces
This book is one of the first of its kind to examine the aspirations of refugee background students and accompanies them as they journey through the on-shore stage of settlement, enrolment and participation in the Australian education system. It begins with students' experiences of on-shore settlement, followed by the move into schooling and finally, the subsequent transition into Australian higher education. Transitioning into higher education is a challenge for many students, particularly for those from under-represented equity groups. For refugee background students, navigating in, through and out of higher education can be particularly complex and challenging. Drawing on rich case studies from longitudinal research into refugee youth and the academic and professional staff in schools and universities who support them, the book provides powerful and compelling narratives and insights into this journey. It untangles the complex nature of transition for students of refugee background in higher education, locating it within broader social trends of increasing social and cultural diversity, as well as government practices and policies concerning the educational resettlement of refugees.

Teachers and Teacher Unions in a Globalised World: History, theory and policy in Ireland
Teachers and Teacher Unions in a Globalised World asks a series of pressing questions of teacher educators, teachers and teacher unions worldwide in this era of global capitalism. As governments around the world support austerity politics in the face of financial meltdowns, social inequalities, terrorist threats, climate catastrophe, wars and mass migrations, the book questions whether practitioners in teaching and teacher education are succumbing to pressures to dismantle their nation-state systems of education. The authors present a clearly argued case in Ireland for teachers and teacher educators organising to realise their moral and social responsibilities of free and fair schooling for all when it is most needed, as well as insisting on policy debates about a free publicly funded school system. At a time when teachers are feeling overwhelmed with workload and frustrated by the visible turning of events away from the historical record, the book emphasises the importance of practitioner research in informing decisions about a strategic and democratic way forward for education around the globe. Teachers and Teacher Unions in a Globalised World will be of great interest to academics and researchers in the field of education, as well as teacher educators, practitioners and policymakers.

It reflects on key concepts from contemporary theories and models of internationalisation and discusses the implications for innovation, flexibility and responsiveness to local needs in Vietnam. Based on empirical research, theoretical knowledge and the experiences of researchers from Vietnam and overseas, the book draws out the distinctiveness and complexity of internationalisation practices and charts a way forward. It examines the key drivers and dimensions of internationalising Vietnamese higher education, and compares internationalisation in Vietnam to that in other countries. It clarifies and discusses tensions related to the appropriation of `Western' internationalisation practice and models, and neo-liberal ideologies, to the local context of Vietnam. It provides readers with insights into government policy, quality assurance and benchmarking strategies, curriculum, the impact of international organisations on higher education, international student mobility, transnational education, employability, brain drain and brain gain and brain circulation.

The Palgrave International Handbook of School Discipline, Surveillance, and Social Control
Truly international in scope, this Handbook focuses on approaches to discipline, surveillance and social control from around the world, critically examining the strategies and practices schools employ to monitor students and control their behavior. Bringing together leading scholars from a range of disciplinary backgrounds, the chapters scrutinize, analyze and compare schools' practices across the globe, providing a critical review of existing evidence, debates and understandings, while looking forward to address emerging important questions and key policy issues. The chapters are divided into four sections. Part 1 offers accounts of international trends in school discipline, surveillance and punishment; Part 2 examines the merging of school strategies with criminal justice practices; Part 3 focuses on developments in school technological surveillance; and Part 4 concludes by discussing restorative and balanced approaches to school discipline and behavior management. As the first Handbook to draw together these multiple themes into one text, and the first international comparative collection on school discipline, surveillance and social control, it will appeal to scholars across a range of fields including sociology, education, criminology, critical security studies and psychology, providing a unique, timely, and indispensable resource for undergraduate educators and researchers.

Educational Choices, Transitions and Aspirations in Europe: Systemic, Institutional and Subjective Challenges
Educational Choices, Transitions and Aspirations in Europe analyses educational choices and transitions in eight different European countries/regions and provides an engaging means of considering issues of inequality through international comparisons. The book is underpinned by explorations of theoretical perspectives and methodological approaches, which share the common goal of highlighting and challenging educational inequalities in relation to political imaginings and discursive constructions of notions of aspirations and choice. Beginning with an overview of the theoretical landscape, the book posits ways of understanding transitional experiences through both a social and a political lens. Comprising of chapters that explore these issues within the context of specific countries and at different stages of young people's transitions, the collection examines the features of different European education systems and how they frame transitions and choices, before providing an overall analysis of systemic, institutional and subjective constraints on these processes. The book uniquely opens and develops an intellectual conversation about different education systems with similar educational challenges and outcomes. Assimilating key issues and solutions, this volume also makes general recommendations for policy and practice that would help to promote greater equity and social justice. The book covers a range of transition points and countries, which should make it essential reading for academics, researchers and postgraduate students with an interest in international perspectives on education. It will be particularly useful for those working in education, sociology, social policy, geography, and politics.

Schooling and Travelling Communities: Exploring the Spaces of Educational Exclusion
This book calls for a re-thinking of educational provision for Gypsy / Traveller communities. Despite having been recognised by the government and educational providers for over fifty years, underachievement of children from Gypsy / Traveller communities persists. Rather than focusing specifically on access, attendance and attainment, the author provides a structural analysis of the cultural tensions that often exist between Nomadic communities and current school provision based on the interests and values of Sedentarism. The author uses spatial theory as a base upon which to build knowledge and understanding of the educational exclusion of children from Gypsy / Traveller communities, highlighting the social role that space plays within schools. This innovative book will be of interest and value for students and scholars interested in not only education and Gypsy / Traveller communities, but education for minority communities more widely.

Globalization, Mass Education and Technical and Vocational Education and Training: The Influence of UNESCO in Botswana and Namibia
This book assesses the influence of the international organization UNESCO on the development of national Technical and Vocational Education and Training (TVET) systems in the Southern African Community Region (SADC), focusing particularly on Botswana and Namibia. Designed around UNESCO's Better Education for Africa's Rise (BEAR) project, the study is an excellent example of applied policy research. Analysis is from the perspective of key stakeholders including UNESCO headquarters and field offices, Ministries of Education and of Labor, employers and employees, education and training institutions, international partners and more. Both qualitative and quantitative evidence are used to provide a comparative overview, and the author also reveals the current state of data on skills. Readers will discover common goals and challenges across the nations but also a common lack of action to measure the impact and influence that UNESCO's programs have had at a national level, prior to this study. Were the newly implemented educational policies successful or not? If the public policies failed, why was that? These chapters shed light on such questions and how UNESCO's contribution influenced the national development processes, in the context of globalization processes and trends of global mass education. The book has much to offer for both scholars and those working in UN agencies or national governments who seek to develop education systems and better link them to the world of work.

Middle-class School Choice in Urban Spaces: The economics of public schooling and globalized education reform
Middle-class School Choice in Urban Spaces examines government-funded public schools from a range of perspectives and scholarship in order to examine the historical, political and economic conditions of public schooling within a globalized, post-welfare context. In this book, Rowe argues that post-welfare policy conditions are detrimental to government-funded public schools, as they engender consistent pressure in rearticulating the public school in alignment with the market, produce tensions in serving the more historical conceptualizations of public schooling, and are preoccupied by contemporary profit-driven concerns. Chapters focus on public schooling from different global perspectives, with examples from Chile and the US, to examine how various social movements encapsulate ideologies around public schooling. Rowe also draws upon a rich, five-year ethnographic study of campaigns lobbying the Victorian State Government in Australia for a brand-new, local-specific public school. Critical attention is paid to the public school as a means to achieve empowerment and overcome discrimination, and both a local and global lens are used to identify how parents choose the public school, the values they attach to it, and the strategies they use to obtain it. Also considered, however, are how quality gaps, distances and differences between public schools threaten to undermine the democracy of education as a means for individuals to be socially mobile and escape poverty. This book makes an important contribution to our understanding of global social movements and activism around public education. As such, it will be of key interest to researchers, academics and postgraduate students in the field of education, specifically those working on school choice, class and identity, as well as educational geography.

Performing Arts as High-Impact Practice
This book investigates how the performing arts in higher education nationally contribute to the high impact practices, as identified by the Association of American Colleges and Universities (AACU). Using the well-known map of the HIPs for illustrating the centrality of performing arts practices in higher education, the editors and authors of this volume call for increased participation by performing arts programs in general education and campus initiatives, with specific case studies as a guide. Performing arts contribute to the efforts of their institution in delivering a strong liberal arts education that uniquely serves students to meet the careers of the future. This is the first book to explicitly link the performing arts to the HIPs, and will result in the implementation of best practices to better meet the educational needs of students. At stake is the viability of performing arts programs to continue to serve students in their pursuit of a liberal arts education.

The Palgrave Handbook of Education Law for Schools
This Handbook examines the essential nature of the law within an educational context and asks why there is not greater preparation for this aspect of a teacher's role. Principals and teachers across the world now work in increasingly uncertain and challenging environments involving complex legislative frameworks, with their roles and responsibilities constantly changing to meet these demands: thus, it is imperative that educators adapt and acquire new skills relating to child protection and criminal law. On a daily basis, teachers and practitioners are being challenged to critically examine and evaluate the legal rights and obligations of various stakeholders, including students, parents, educators and administrators. However, if these skills are not developed, the implications will be significant: particularly so if principals are deterred from pursuing innovative education strategies due to potential litigation risks. Consequently, the chapters will empower principals and teachers in the management of these concerns. This wide-ranging handbook, including case studies from around the world, will be of interest and value to both scholars of education law and practitioners.

Evaluating Scholarship and Research Impact: History, Practices, and Policy Development
Faculty members, scholars, and researchers often ask where they should publish their work; which outlets are most suitable to showcase their research? Which journals should they publish in to ensure their work is read and cited? How can the impact of their scholarly output be maximized? The answers to these and related questions affect not only individual scholars, but also academic and research institution stakeholders who are under constant pressure to create and implement organizational policies, evaluation measures and reward systems that encourage quality, high impact research from their members. The explosion of academic research in recent years, along with advances in information technology, has given rise to omnipresent and increasingly important scholarly metrics. These measures need to be assessed and used carefully, however, as their widespread availability often tempts users to jump to improper conclusions without considering several caveats. While various quantitative tools enable the ranking, evaluating, categorizing, and comparing of journals and articles, metrics such as author or article citation counts, journal impact factors, and related measures of institutional research output are somewhat inconsistent with traditional goals and objectives of higher education research and scholarly academic endeavors. This book provides guidance to individual researchers, research organizations, and academic institutions as they grapple with rapidly developing issues surrounding scholarly metrics and their potential value to both policy-makers, as evaluation and measurement tools, and individual scholars, as a way to identify colleagues for potential collaboration, promote their position as public intellectuals, and support intellectual community engagement.

Achieving Equity and Quality in Higher Education: Global Perspectives in an Era of Widening Participation
Across the world, higher education is witnessing exponential growth in both student participation and types of educational providers. One key phenomenon of this growth is an increase in student diversity: governments are widening access to higher education for students from traditionally underrepresented groups. However, this raises questions about whether this rapid growth may in face compromise academic quality. This book presents case studies of how higher education institutions in diverse countries are maintaining academic excellence while increasing the access and participation of students from historically underrepresented backgrounds. Including case studies spanning four continents, the authors and editors examine whether increasing widening participation positively impacts upon academic quality. This volume will be of interest and value to students and scholars of global higher education, representation and participation in education, and quality in higher education.

Assaulted: Violence in Schools and What Needs to Be Done
Assaulted takes the reader into a multi-layered set of problems that exists in public and private schools in America. Teachers are being physically assaulted by students and parents, producing lasting, or even career-ending injuries. Violence in schools today has become bullying on steroids, and students are becoming viral sensations amongst their peers. This book details physical and sexual assaults, and verbal and emotional abuses that occur toward teachers, both in person and Online. It contains personal stories, teacher interviews, and national survey data, as it offers reasons why assaults are occurring more frequently today. But the book does not stop there. College professors and their relationships with students also come under scrutiny. The author also challenges the practice of mainstreaming special needs and special education students, social justice and various identity movements, and the impacts these programs have upon classrooms and schools. The reader will realize students have more rights and protections than teachers. However, teachers are standing for themselves. In some cases teachers physically defend themselves, risking their careers. What are the causes of this increase of violence in schools, and what needs to be done? Assaulted provides serious answers to questions unaddressed by many school districts in America.

Local Citizenship in the Global Arena: Educating for community participation and change
Local Citizenship in the Global Arena proposes a reconsideration of both citizenship and citizenship education, moving away equally from prevailing `global citizenship' and `fundamental British values' approaches towards a curriculum for education that is essentially about creating cosmopolitan, included and inclusive, politically-engaged citizens of communities local, national and global. Viewing education as both problem and solution, Findlow argues that today's climate of rapid and unpredictable geopolitical and cultural re-scoping requires an approach to citizenship education that both reflects and shapes society, paying attention to relationships between the local and global aspects of political voice, equality and community. Drawing on a range of international examples, she explores the importance and possibilities of a form of education that instead of promoting divisive competition, educates about citizenship in its various forms, and encourages the sorts of open and radical thinking that can help young people cross ideological and physical borders and use their voice in line with their own, and others', real, long-term interests. Successive chapters develop this argument by critically examining the key elements of citizenship discourses through the interrelated lenses of geopolitical change, nationalism, the competition fetish, critical pedagogy, multiculturalism, protest politics, feminism and ecology, and highlighting ways in which the situationally diverse lived realities of `citizenship' have been mediated by different forms of education. The book draws attention to how we think of education's place in a world of combined globalisation, localism, anti-state revolt and xenophobia. It will be of key interest to academics, researchers and postgraduate students in the fields of education, political science, philosophy, sociology, social policy, cultural studies and anthropology.

Enhancing Employability in Higher Education through Work Based Learning
This book focuses on a renewed interest in work based learning in higher education. Due to an increased emphasis on employability in the graduate population, supported by wider policy changes, work based learning is becoming an increasingly pressing issue in higher education. The authors detail innovations from a breadth of UK universities, where academics have creatively addressed changes in work based learning structure, pedagogy and support systems. These changes in turn recognise the impact of real-life learning experiences on student progression, on both an academic development and a personally transformative level. Encompassing a wide variety of topics, the examples within the book are supported by theory and carefully detailed practice pedagogy. This valuable edited collection will be of interest to practitioners and scholars of work based learning and higher education, as well as a useful practical guide for academic developers.
