Public Education Reform and Network Governance: Lessons From Chinese State-Owned Enterprise Schools
This book is located in the field of education governance and sits amidst debates on public school reform in China. It examines how a top-down policy approach has been implemented from central government right down to the district level within the public education system in China. It shows the way networks support negotiation and bargaining at the district level which, in turn, influences the broader education policy of the central government. Using statistical data from education yearbooks, government documents analysis and interviews with main stakeholders in this policy arena, the book incorporates case studies from railway State-Owned Enterprise schools. Analysis of these indicates that the processes of formulating and implementing Chinese education policy can be characterised as a form of network governance, which coordinates actors, decision-making processes and stakeholders' motivation to comply with collective decisions in Chinese education. Network governance acts as an effective and legitimate way of problem solving that assists policy implementation and education reform in China. By comparing two traditional modes of governance (governance through bureaucracy and the governance through markets), this book shows the network mode of governance in Chinese education is more powerful and significant, especially since the negotiated results among actors in the policy community are favourable.

The financial crisis of 2007/2008 prompted governments across Europe to adopt austerity measures aimed at the reduction of their escalating budget deficits. Higher Education in Austerity Europe explores how the resulting cuts in public expenditure - together with the increasing reliance on the privatisation of services - have impacted on higher education directly through the reduction of public sector provision and indirectly as a result of the social and political consequences of that reduction. Moreover, it explores how the effects of these economic policies have differed markedly across the national regions of Europe, with the result that inequality has increased significantly both within and between national regions, and this, in turn, has led to social and political dislocation within and across communities. It is only by viewing higher education within this broader context that we can begin to understand the full implications of the austerity measures introduced over the last ten years. With heart-wrenching stories of individual children from his own experience as an advocate and ground-breaking policy researcher, Kalman Buzzy Hettleman documents what can only be labeled educational abuse. It may be unintentional, but it is gross negligence because we know how to prevent it, yet fail do it. Many of the victims are Mislabeled as Disabled. Denied proper instruction, they fall behind in regular general education, overwhelm teachers, and hold back classmates. Out of desperation, school systems unlawfully dump such Mislabeled as Disabled students in special education, even though they do not have a true medical disability. Yet, unlike students with severe limitations who are Truly Disabled, the special education they receive is hardly special at all. They fall farther behind and suffer stigma and segregation. Moreover, school systems cover up this educational malpractice with misleading progress reports and data. Others are called extended service schools to indicate that they serve young people beyond the regular school day, seeking influence and control over out-of-school time while enabling alternative teaching-learning strategies, and providing services other than typical pupil support services. This book provides an in-depth, multidisciplinary framework and case-study analysis for understanding the root causes of violence in schooling. Drawing on critical theory, psychology, neuroscience and learning theory, the author provides a holistic analysis of how `violent epistemology' and the `non-conducive circumstances' that it produces can be seen to be at the roots of violence in societies and social institutions such as schools. Chapter 1 outlines how current and historical theories of violence, and interventions based on them, have failed due to their inability to properly conceptualise the root causes of violence. Chapters 2 addresses this by providing a new epistemic and methodological framework for studying violence. Chapters 3 and 4 then demonstrate how violence can be best conceptualised as a problem of specifically `violent' epistemology and the `non-conducive social circumstances' that it fosters.
