Education in Britain has been transformed over the last 50 years. State education systems have expanded hugely, and levels of achievement and participation have continuously risen. At the same time, society has become 'educationalizeda : the home, the workplace, the holiday and the playgroup are seen as sites for learning, in ways that increasingly connect to the acquisition of formally--defined skills and knowledges. Yet for most of the postwar period, education policy has been dominated by questions of 'failurea 'crisisa and 'declinea . Half a century of reform has far from eliminated substantial inequalities, and the 'conservatisma of education in the face of major cultural and economic change remains a central political issue. This book seeks to describe and explain the patterning of change and continuity in British education, and to account for the persistence of the controversies which have accompanied it. In doing so, it combines economic, political, cultural and social approaches to the study of education.

Empowering Teachers and Parents: School Restructuring Through the Eyes of Anthropologists
A much-needed examination of the impact on teachers and parents of the effort to improve our schools through restructuring, this book looks at professionalization and parent empowerment programs from the ground level rather than from the large-scale policy level. The editor, active in both policy setting and monitoring implementation, approaches the subject with an overarching view that weaves together a set of diverse case studies that examine some of the most notable efforts in this area of school reform. The first section demonstrates the tremendous difficulties involved in attempting to reshape the culture of public school teaching, noting both institutional resistance to change and the personal resistance of the professionals who are, in theory, being empowered through this approach. The second section details the problems of launching parent empowerment opportunities, in a large urban setting, and a contrasting case examines the choice of enrollment option. Here, too, these studies examine the effectiveness of these programs. The conclusion reflects on the opportunities such innovations provide for researchers and assesses the importance of such research in shaping the innovations themselves through evaluations while they are in process.

Four Yiddish school networks emerged, which despite their political and ideological differences were all committed to propagating the Yiddish language, supporting social justice, and preparing their students for participation in both Jewish and American culture. Focusing on the Yiddish children's periodicals produced by the Labor Zionist Farband, the secular Sholem Aleichem schools, the socialist Workmen's Circle, and the Ordn schools of the Communist-aligned International Workers Order, Naomi Kadar shows how secular immigrant Jews sought to pass on their identity and values as they prepared their youth to become full-fledged Americans.

Celebrated for her pioneering work to improve the education, health and welfare of slum children, Margaret McMillan (1860-1931) was an active socialist campaigner and member of the Independent Labour Party. Her involvement with Bradford school boards drew her attention to the poor state of health of the pupils - rickets, scurvy, anaemia and malnutrition were commonplace. Working with her sister Rachel (1859-1917), as well as lobbying for improved standards, Margaret opened the country's first school clinic in Bow in 1908. The sisters' most famous enterprise, the Deptford Camp School, soon followed, and the Rachel McMillan College for training nurses and teachers was founded in 1930. One of her many influential books on pre-school and primary education, this work of 1907 considers the vital role of the school doctor and argues that the practice of poor schoolchildren engaging in part-time labour is detrimental to their well-being.

Educational Leadership: A Critical Pragmatic Perspective
Underlying the controversy surrounding educational reform and the crisis facing American public education today is the question of leadership: Who is to exercise it and what direction should it take? In his systematic redefinition of educational leadership, Spencer J. Maxcy develops a democratic, participatory model of leadership at all levels. Drawing on the work of philosophers from John Dewey and William James to contemporary neo-pragmatists, he explores the nature of shared leadership and its potential to foster socio-cultural reform through schooling. Maxcy begins with a review of leadership theory and the ways in which competing theories continue to affect education. New directions in research are assessed, particularly the shift away from treating educational leadership as a form of management rather than a relational phenomenon. In examining the implications of a philosophy of democratic leadership, the author takes his inquiry into practical areas, including the empowerment of teachers, the sharing of leadership among teachers and administrators, the preparation of educational leaders for a postmodern era, and the development of leadership qualities in children. The current trend toward decentralization of schooling is discussed in light of his proposed model, together with the demand for moral vision in education and the need for creativity as an integral part of the educational process.
