This book focuses on urbanization as an attendant consequence of industrialization and sheds light on urban problems such as housing shortages and poverty of jobless people, and the housing and social policies implemented by central and local governments to deal with these problems. Through this book, the volume editor and authors convey the view that urbanization transformed economy and society spatially and in quality, and caused the change of central and local administration in the process of tackling various urban problems. The book features recent academic works on economic history of the city and housing, researched from an advanced perspective of comparative history in Japan. The aim of this book is to make works by Japanese scholars accessible to a wider readership throughout the world. This edited volume includes four articles (chapters) and four book reviews originally published in Japanese and subsequently translated into English. The first chapter analyzes the characteristics of the urbanization that occurred under the land readjustment projects implemented from the Sino-Japanese War to the reforms following World War II, by focusing on the conflict between landowners and peasants in Japan. The second chapter examines the construction of urban housing following Japan's defeat in World War II, focusing on the reconstruction of war-damaged housing from the perspective of the creation and distribution of private residential space under Japan's postwar regulatory regime. The third chapter examines the adoption of communal unemployment insurance systems in Wilhelmine Germany, focusing on the Genter system, in which the municipalities paid subsidies to the trade unions that provided their out-of-work members with unemployment benefits. Energy Transition: Financing Consumer Co-Ownership in Renewables
Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules - in particular those on local RE communities - requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. Part Four summarizes, compares the best practice cases, presents a cost-benefit analysis of prosumage and against this background evaluates the impact on future policy.

A New Perspective on Agglomeration Economies in Japan: An Application of Productivity Analysis
This book describes various methods of analysis for ascertaining the effects of agglomeration economies, which are important for formulating regional economic policies. Specifically, it describes new analytical approaches using productivity and productive efficiency analyses as methods for understanding agglomeration economies. Additionally, the book provides application results for Japanese regions and proposes desirable regional policies. According to the new analytical methods advocated in this book, agglomeration economies are larger in major metropolitan areas than in local regions, and in the manufacturing sector than in the non-manufacturing sector. These results are consistent with general knowledge. Moreover, the majority of productivity growth pertaining to regional economies is explainable by improvements to accessibility. Improving accessibility for regions reduces transportation costs between them and strengthens agglomeration economies, which, in turn, enable the sustainable development of regional economies. Therefore, this book highlights the need not only to reinforce existing agglomeration areas, but also to form a network between these agglomerations and to strengthen it, so as to realize regional economic growth despite a decreasing population.

European Cities in Dynamic Competition: Theory and Case Studies on Urban Governance, Strategy, Cooperation and Competitiveness
World population and the number of city dwellers are steadily growing. Globalization and digitalization lead to an increased competition for skilled and creative labor and other economic resources. This is true not only for firms, but increasingly also for cities. The book elaborates on resulting challenges and opportunities for urban management from the European perspective, and discusses theories, methods and tools from business economics to cope with them. Contributions in this volume come from scholars and practitioners of economics, business administration and urban management, and cover aspects ranging from urban dynamics to city marketing. They draw on experiences from several European cities and regions, and discuss strategies to improve city performance including Open Government, Smart City, cooperation and innovation. The book project was initiated and carried out by the Center for Advanced Studies in Management (CASiM), the interdisciplinary research center of HHL Leipzig Graduate School of Management. It is addressed to scholars and managers in Europe and beyond, who will benefit from the scientific rigor and useful practical insights of the book.

Over the past ten years, the study of mobility has demonstrated groundbreaking approaches and new research patterns. These investigations criticize the concept of mobility itself, suggesting the need to merge transport and communication research, and to approach the topic with novel instruments and new methodologies. Following the debates on the role of users in shaping transport technology, new mobility research includes debates from sociology, planning, economy, geography, history, and anthropology. This edited volume examines how users, policy-makers, and industrial managers have organized and continue to organize mobility, with a particularly attention to Europe, North America, and Asia. Taking a long-term and comparative perspective, the volume brings together thirteen chapters from the fields of urban studies, history, cultural studies, and geography. Covering a variety of countries and regions, these chapters investigate how various actors have shaped transport systems, creating models of mobility that differ along a number of dimensions, including public vs. private ownership and operation as well as individual vs. collective forms of transportation. Going beyond the conventional study of tea and agricultural sectors, it focuses on the nature, pattern and structure of work and employment in the region as well as documents emerging shifts in the labour force towards farm to non-farm dynamics. The chapters explore historical developments in employment patterns, labour market policies, issues of gender and social-religious dimensions, as well as point to growing forms of casual, informal and contractual labour across sectors. Greenport, New York, a village on the North Fork of Long Island, has become an exemplar of a little-noted national trend-immigrants spreading beyond the big coastal cities, driving much of rural population growth nationally. In Village of Immigrants, Diana R. Gordon illustrates how small-town America has been revitalized by the arrival of these immigrants in Greenport, where she lives. Greenport today boasts a population that is one-third Hispanic. Gordon contends that these immigrants have effectively saved the town's economy by taking low-skill jobs, increasing the tax base, filling local schools, and patronizing local businesses. Greenport's seaside beauty still attracts summer tourists, but it is only with the support of the local Latino workforce that elegant restaurants and bed-and-breakfasts are able to serve these visitors. For Gordon the picture is complex, because the wave of immigrants also presents the town with challenges to its services and institutions. Gordon's portraits of local immigrants capture the positive and the negative, with a cast of characters ranging from a Guatemalan mother of three, including one child who is profoundly disabled, to a Colombian house painter with a successful business who cannot become licensed because he remains undocumented.
