The ecological pressure, however, has continued to rise and mainstream sustainability discourse has proven to be problematic. It contains an instrumental view of the world, a strong focus on technological solutions, and the premise that natural and human-made `capitals' are substitutable. This trajectory, which is referred to as `weak sustainability', reproduces inequalities, denies intrinsic values in nature, and jeopardises the wellbeing of humans as well as other beings. Based on the assumptions of strong sustainability, this edited book presents practical and theoretical alternatives to today's unsustainable societies. The accent is particularly on processes and patterns at local level and in small and medium-sized enterprises in local economic systems and districts, local systems of innovation, and the types and configurations of innovation these give origin to. With globalization, entrepreneurship has become fundamental for the competitiveness of territories and countries, for policy management and for development. The local dimension is fundamental because of agglomeration economies and effects, the advantages of proximity and the nature of knowledge and information. Furthermore, territories carry to the centre-stage tacit knowledge, localized social capital, embeddedness and interpersonal relations as fundamental components of their endogenous socio-economic development and competitiveness. When local systems are connected in a horizontal network, they contribute to the strength of national and international systems. To play a constructive role from this perspective, entrepreneurship must avoid local entrenchment and support the local economy to upgrade and be competitive. To do this, the entrepreneurs' interaction and alliance with universities and governments is a must for those countries and localities wanting to emerge. Some governments are steered by international frameworks, such as the UN Framework Convention on Climate Change (UNFCCC), while others take their own approach to planning and implementing climate resilient actions. Within these diverse approaches however, there are unspoken assumptions and normative assessments of what the solutions to climate change are, who the most appropriate actors are and who should benefit from these actions. This book examines the political economy dynamics or the underlying values, knowledge, discourses, resources and power relationships behind decisions that support low carbon resilient development in the least developed countries. While much has been written on the politics of climate change, this book will focus on the political economy of national planning and the ways in which the least developed countries are moving from climate resilient planning to implementation. The book will use empirical evidence of low carbon resilient development planning in four countries: Bangladesh, Ethiopia, Rwanda and Nepal. The legacies of a century of fossil-fuel based development and overconsumption, of treating the environment as a waste sink for industry and agriculture, have left devastating impacts on the earth's air, water and land, and these are directly implicated in Climate Change. In response, a number of global institutions and nations, including the European Union and China, have committed themselves to the development of a `circular economy'. This will require a transformation of today's `linear economy' of `make, use and dispose' as the market dictates, into a Circular Economy. The aim of the Circular Economy is to decouple economic growth from resource and energy use through iterative, systemic social, economic and technological reform. This book presents new theoretical and practical insights into this concept, based on case studies from both the developing and developed world, with an emphasis on economic and material transformation, design for reuse and waste reduction, industrial `symbiosis' (the planned circulation of resources and energy within an industrial setting), and social innovation and entrepreneurship. Four central themes emerge through the essays presented here: the importance of `restorative design' in transforming resource flows through both production and consumption, the value of understanding and enumerating wastes in more detail to enable their reuse, the central role of advancing technology and applied science to further this transformation of materials for reuse, and finally, a reconfiguration of design, consumption and retail, so that the present `linear' economy of `make, use and trash' can be replaced with a more `circular' model.

World population and the number of city dwellers are steadily growing. Globalization and digitalization lead to an increased competition for skilled and creative labor and other economic resources. This is true not only for firms, but increasingly also for cities. The book elaborates on resulting challenges and opportunities for urban management from the European perspective, and discusses theories, methods and tools from business economics to cope with them. Contributions in this volume come from scholars and practitioners of economics, business administration and urban management, and cover aspects ranging from urban dynamics to city marketing. They draw on experiences from several European cities and regions, and discuss strategies to improve city performance including Open Government, Smart City, cooperation and innovation. The book project was initiated and carried out by the Center for Advanced Studies in Management (CASiM), the interdisciplinary research center of HHL Leipzig Graduate School of Management. It explores the establishment of policy models and practices against the backdrop of a globalizing world, and considers the dynamic relationship between powerful actors and resources that impact Asian cities. Making Cultural Cities in Asia approaches this dynamic process through the lens of assemblage: how the policy models of cultural/creative cities have been extracted from the flow of ideas, and how re-invented versions have been assembled, territorialized, and exported. This approach reveals a spectrum between globally circulating ideals on the one hand, and the place-based contexts and contingencies on the other. At one end of the spectrum, this book features chapters on policy mobility, in particular the political construction of the web of communication and the restructuring or rescaling of the state.
